Panel SA: Airlines say change in baggage charges violates international agreement

The airline sector prepared a joint position to send to the Minister of Infrastructure, Marcelo Sampaio, declaring itself against Provisional Measure 1089, which prohibits the separate charge for checking luggage weighing up to 23 kg on domestic flights and a suitcase weighing up to 30 kg on trips international.

The movement brought together five associations representing more than 300 airlines around the world: A4A (Airlines for America), Alta (Latin America and Caribbean Air Transport Association), Iata (International Air Transport Association), Abear (Brazilian Association of Airlines) and Jurcaib (Board of Representatives of International Airlines of Brazil).

The entities argue that the decision contravenes the US-Brazil Open Skies Agreement and the CLAC (Open Skies Agreement of the Latin American Civil Aviation Commission), which, according to the sector, make the prices of airline services the responsibility of own companies, without government interference.

Representatives of the sector also say that the change will hinder competition and may harm the interest of international companies in entering the Brazilian market or the intention to expand in the country.

The provisional measure was approved by the House and should be voted on in the Senate in the coming weeks. Senators indicated a probable maintenance of the measure.
