Updated VAT rules for passenger transport and short-term accommodation platforms such as Airbnb and Uber are included in a series of measures to modernize the EU’s value added tax (VAT) system, unveiled on 8 December.
The purpose, as stated, is to make the system more efficient for businesses and more resistant to fraud by adopting and promoting digitization. The proposal also aims to address the challenges posed by the development of the platform sharing economy in terms of VAT.
Under the new rules, sharing economy platform operators in these sectors will become responsible for collecting and remitting VAT to the tax authorities when service providers do not, for example because they are small businesses or individual providers.
