Mendoni: Strategic plan for the promotion of the Castle of Ioannina

THE contribution of the cultural stock in its promotion rich multicultural history of Ioannina and in the development dynamics of Epirus, was the subject of autopsies and meetings held by the Minister of Culture and Sports, Lina Mendoni, as part of her visit to Ioannina, representing the government at events marking March 25th. According to today’s announcement of the Ministry of Culture, the minister carried out a series of autopsies on the works carried out in monuments, in the city, in the Castle of Ioannina in the archeological site of Dodoni, as well as meetings with the governor of Epirus Alexandros Kachrimanis and the mayor Ioannifas Ioannis.

In Epirus Region, within the framework of the NSRF 2014-2020, projects are being implemented in archeological sites and monuments with a total budget of approximately 16,000,000 euros. At the same time, since July 2019, in the whole of Epirus, 66 Program Contracts with a total budget of 10,700,000 euros have been completed or are in progress, which concern maturation studies and restoration projects in archeological sites, temples and newer monuments. In addition, the conclusion of 22 more Program Contracts with a total budget of 2,600,000 euros is underway, the signing of which has already been launched.

According to an announcement of the Ministry of Culture, the central point of the meetings was the announcement of the elaboration by Ministry of Culture and Sports a strategic plan for the overall promotion of the monuments of the Castle, which includes the unification of the two Fortresses, the Northeast (Aslan Mosque) and the Southeast (Its Kale), the elaboration of new museographic studies for the renewal and modernization of the exhibitions. and the Byzantine Museum, as well as the Silver and Goldsmith Exhibition housed in the Treasury. At the same time, the study will include a proposal for the utilization of the Stoa of the Central Gate, where the Ephorate of Antiquities of Ioannina carries out excavations, during which the fortification of the Hellenistic period was revealed, an important element for the palimpsest of Ioannina. In addition, in the framework of the Cultural Development Program Convention, studies are underway for the restoration of the Ottoman library and the Medrese, while the restoration of the Ottoman bath, an important project with a budget of 1,250,000 euros, is being implemented at a satisfactory pace, through the Regional Business Program. One of the works, which is already being carried out by the relevant Ephorate of Antiquities, is the restoration and promotion of the Ottoman Bath. The Castle has excellent spaces with a rich history, which should be open to the citizens and visitors of Ioannina, with sustainable uses that allow actions, in collaboration with the city, but also with individuals. The restoration and reconstruction of such an important monumental ensemble of the Castle of Ioannina requires the preparation of a strategic plan for its overall development with the unification of the two fortresses. It must include proposals for the uses of the monuments and the prioritization of the necessary studies and works, with the aim of creating a unified cultural route, which highlights the history and the multiculturalism of the city and the society of Ioannina “.

In emblematic space of Ancient Dodoni, which was visited by the Minister of Culture and Sports, the project of restoration and promotion of the theater is in full swing, with a budget of 4,790,500 euros and with funding from the Regional Operational Program of Epirus 2014-2020. According to the Ministry of Culture, the restoration of the lower cornice will be completed very soon, while after the recent opinion of the KAS, the maintenance works of the middle cornice can begin. In a meeting in the Region with the regional governor Alexandros Kachrimanis, it was found that the projects included in the current NSRF are progressing normally, within their schedules. The planning for the next programming period 2021-2027 was discussed, as well as the projects in Epirus, which have already been included or are about to be included for financing in the resources managed by the Ministry of Culture and Sports from the Recovery Fund.

At the same time -the announcement continues-, the candidacy submitted by the Ministry of Culture for the inclusion of Zagori in the List of Cultural Landscapes of UNESCO, as well as the candidacy, which has also been submitted by the Ministry of Culture, for the Plates of Dodoni in the program “Memory of the World” of UNESCO. Special reference was made to the Programmatic Contracts of Cultural Development with contractors of the Ministry of Culture & Sports and the Region of Epirus. At the end of the meeting in the Region, the governor of Epirus, Alexandros Kachrimanis, stated: “I informed the minister about a series of projects that are being implemented in Epirus. I thank her for the excellent cooperation we have, because she solves issues that have been pending for many years “.

In meeting in the town hall of the city, the Lina Mendoni and Mayor of Moses Elisaf discussed the expansion of cooperation and utilization of the cultural stock of Ioannina with synergies between the Municipality and the services of the Ministry of Culture, mainly through the pilot application for the Museums of Epirus included in the Operational Program of Public Sector Reform – NSRF 2014-2020 Project of the Certification and Recognition of the Greek Museums, prepared by the Ministry of Culture. Lina Mendoni asked the Municipality to proceed immediately with a study that would ensure accessibility for the disabled and people with disabilities in general.

Mayor Moses Elisaf thanked the Minister of Culture for the exemplary cooperation and noted: “The Minister provides immediate and practical solutions to complex problems. Our cooperation will continue and we from our side will do the best we can in the next period “.
