Alesp approves urgent request for PL of Cannabis – Cannabis Inc.

Last Tuesday, 23, the deputies of Alesp (Legislative Assembly of Cannabis) approved the request for an emergency regime for PL 1180/19. The project institutes the state policy for the free supply of drugs based on Cannabis by SUS (Unified Health System).

In principle, this shortens the approval time in all CCJs (Constitution and Justice Committees). “There is an agreement between the deputies that, in the event of an emergency regime, the Commissions from all areas meet for a single vote. Normally, each of them would have an independent vote, which would give a chance to numerous requests for views for analysis, which prolongs the project’s path to the plenary a lot”, explains deputy Sérgio Victor (Novo), co-author of the article in question.

The deputy also coordinates Alesp’s Parliamentary Front for the Defense of Cannabis and Industrial Hemp, which organized the first public hearing on Tuesday (23), with health professionals. With the theme Medicine and Science and Cannabinoids, five experts addressed the difficulties in the area. “In a good summary of our meeting yesterday, the speakers pointed out the lack of adequate laws, incentives and education”, says Victor.

The professionals also spoke about the lack of support from the Medical Council, a body with constitutional normative powers and overseeing the ethics of this practice. They also discussed the issue of accessibility to cannabis-based medicine. It is restricted to patients with high purchasing power.

Most of the products are imported, therefore, they are subject to the variation of the dollar and the increase in freight. The few options available in Brazilian pharmacies can cost up to R$2.3 reais, in the case of a 30 ml CBD bottle.

Therefore, in 2019, deputy Caio França (PSB) presented PL 1180, which is also co-authored by Érica Malunguinho (PSL), Patricia Bezerra (PSDB), Marina Helou (Network), in addition to the aforementioned Sergio Victor . With the request for an urgency regime, as soon as there is a vote by the CCJ, the matter can go to the plenary.
