National Register of Proceedings: A “Myth” Answer to the Labyrinth of Greek Bureaucracy

A “Myth” in the labyrinthine landscape of the Greek bureaucracy was presented today by the Minister of Digital Governance, Kyriakos Pierrakakis, during the presentation of the digital governance awards.

What is the National Register of Proceedings “Myth”

The “National Register of Procedures” (EMD) “Mitos” is a platform to which all citizens will have access, with the aim of informing them about all the procedures of the Greek State.

They will be able to be informed about the applicable administrative procedures, the competent services, the applicable legislation, as well as the processing time of the procedures.

It is an IT tool, which records and illustrates a public administrative process as it is, and contains information about all the administrative procedures of public bodies and services.

It aims to be the Central Registry for every administrative procedure.

It was established by Law 4727/2020 for the purpose of recording, recording and modeling the digital or physical administrative procedures of the public sector, as well as recording and recording the required data and information thereof.

The institutionalization of MITOS is completed with provisions in the draft law on emerging technologies which is already under consultation.

The Registry is developed by EDYTE GRNET, an organization of the Ministry of Digital Governance, based on the specifications and guidelines given by the General Secretariat of Digital Governance and Process Simplification. The registration of each procedure is completed by the provision of a unique code number, which constitutes the identity of each procedure in the National Register of Procedures.

To date Mitos has nearly 1,500 (1476) published proceedings (proceedings seen by citizens), out of approximately 4,500 originally recorded.

The registration is done by editors present in all the Ministries, and who record all the stages of the process, while at the same time, there are continuous trainings for the users.

Mitos will offer many functionalities to the citizen and the civil servant at the same time.

Examples include:

(a) receiving process-by-process updates, if a citizen wishes to be informed when a process is modified

(b) process-wise feedback, if a citizen wants to file a complaint or complaint about the process.

(c) operation of a register of supporting documents and a register of service points.

(d) dashboards for public services.

(e) interoperability with other platforms such as e-paravolo, EU-GO portal for cross-border services, new back office of KEPs.

The Myth legislation will be updated in the emerging technologies bill, where the procedures for updating and repealing the procedures are detailed, in cooperation with the General Secretariat of Legal and Parliamentary Affairs and the National Printing Office.

The supply of MITOS continues normally, with the aim of having all procedures included in the Registry by the end of 2022, and the update mechanism fully operational. Until then, the Registry will operate on a pilot basis.
