The service is aimed at citizens who live permanently abroad and have a VAT number.

The possibility to declare through the salaried Consular Authorities the atheir mobile phone number in the National Contact Registry (EMEp) from now on, Greek citizens who live permanently abroad have.

In this way, even if they do not have web banking codes in a Greek bank or a mobile number in a Greek mobile service provider, they can:

• to issue authorizations and responsible statements,
• to use the Gov.gr Wallet, as well as
• to have access to all digital services that require a second level of authentication, by sending a one-time password (OTP – One Time Password).

The service is aimed at citizens who live permanently abroad and have a VAT number. It is the result of their collaboration Ministries of Digital Governance and Foreign Affairs, and was implemented by actions of the General Secretariat of Public Administration Information Systems.

The declaration and verification process is completed with a single visit of the citizen concerned to the Consular Authority of his place of residence. Every citizen can register a mobile phone number with the EMEp, which can be verified in any of the following ways:

• by cross-checking the mobile number declared by the citizen for the use of web banking
• by cross-checking the mobile number from the mobile service provider, to whose network the number belongs (for Greek mobiles)
• once in person at a KEP or Consular Authority.

The EMP was designed, implemented and maintained by the General Secretariat of Public Administration Information Systems of the Ministry of Digital Governance. Its production operation started in March 2021 with the aim of:

• on the one hand, the creation of a central, unique, point of registration of updated contact information of natural persons and
• on the one hand, strengthening the security of the citizen’s transactions with public services through strong identification by sending a one-time password (OTP – One Time Password) to the confirmed mobile phone registered for the citizen in the EMEp.

At the citizen’s option, all or part of the following information is entered in the EMEp:

1. Mobile phone number (Greece or foreign)
2. Landline number
3. E-mail address (email), in which the citizen wishes to receive public documents, administrative acts and any kind of updates/notifications from the State bodies
4. Postal address of habitual residence where the citizen wishes to receive public documents, administrative acts and any kind of updates/notifications from the State bodies
5. Postal contact address, if this is different from the address of usual residence.
