The National Register of Procedures, a tool that will actively contribute to the fight against bureaucracy and the upgrading of the wider public function, was presented on Thursday to the acting and general secretaries of all ministries by the political leadership of the Ministry of Digital Government. The National Register of Procedures is a project that will lead to the transformation of the public administration, as all the procedures of the Greek State will be recorded step by step, the necessary supporting documents, when they are given digitally or physically and where.
To date, 1,036 procedures have been integrated into the National Register of Procedures. The goal is to be put into pilot operation within the first half of 2022, having by then doubled the total number of published procedures.
The National Registry of Procedures is, together with the National Program for Simplification of Procedures and the Bureaucracy Observatory, the National Administrative Procedure Policy, a coherent public policy for the digital transformation of the state aimed at transparency, economic development and more efficient and friendly and civil service. business.
The mission of the National Register of Procedures is to record and standardize all administrative procedures of the public sector, whether they are physical or digital. It will be publicly accessible to all, so that both citizens and civil servants will easily and quickly find all the supporting documents and actions required to complete any administrative procedure. In this way, the bureaucracy resulting from the different way in which different services apply the same procedure is drastically reduced, without the need for interpretations or circulars.
In his greeting, the Minister of Digital Government Kyriakos Pierrakakis stressed that “the National Register of Procedures is for us without exaggeration a project of strategic importance. The State will record its procedures for the first time and will do it through you. It is a huge project, as it will record how many administrative procedures there are, what they are, when they change, who does not follow them, why he does not follow them. EDYTE plays a huge role and I want to thank the CEO who is here. Processes and their simplification through digitization is the big issue of our time. But this can not be done without the key pillars, which are the human resources – that is you. “And it’s something we not just want to get involved with, we’re not just asking you to help us meet our schedules, but I want you to believe it because it really is something very big.”
For his part, the Deputy Minister of Digital Government in charge of simplification of procedures, George Georgantas, said that “with the National Register of Procedures, we record at one point, any procedure required for any citizen-State interaction. We enable citizens to handle their affairs with the State more easily and directly, without the hassle of looking for what to do and without facing a different interpretation from one service to another or even from one employee to another. At the same time, the Register is a tool for government officials, as having at their disposal all the necessary information and directions, they are greatly facilitated, while increasing their productivity. With the National Register of Procedures and the parallel simplifications, we fight the bureaucracy and save time and effort for the daily life of every Greek “.
The Secretary General of Digital Governance and Simplification of Procedures Leonidas Christopoulos also referred to the National Register of Procedures, saying that “today we presented to the service secretaries of the ministries, the institutional memory of the administration, the new National Register of Procedures, which is a new pillar procedures. The NTUA aims to record all public processes in one place, offering transparency and information to citizens and businesses, as well as facilitating civil servants in their daily work. It is a crucial task for the Ministry of Digital Governance, as for the first time the State will have a repository of procedures reducing both the administrative burden of trying to understand a complex legislative framework and the bureaucracy resulting from non-standardization of administrative procedures “.
The National Information Network of Technology and Research Infrastructures (EDYTE SA – GRNET), the supervised body of the Ministry of Digital Government that has undertaken the implementation of the project information system, also participated in the special information day.
