Opens tomorrow, Monday, December 5th second cycle of mobility for 2022 at Publicas on Wednesday the competent committee approved overall 14,563 requests from bodies to cover equal numbers of posts through transfers and secondments.
In the end, 805 organizations participated in this cycle, whose requests concerned the filling of 15,157 positions (13,415 permanent with transfers, 1,742 temporary with secondments). Most requests (4,813 or 32% of the total) were submitted by the 218 municipalities that participated in the process, 142 NPDD bodies requested 3,805 positions (25%) and the ministries 1,841 (12% of the total).
The right to participate in the second mobility cycle of each year is only those whose transfer requests submitted in the first cycle were not satisfied and those whose regular staff recruitment requests were not covered in the framework of the annual recruitment planning.
Of the positions approved by the Central Mobility Committee of the Ministry of the Interior, 12,998 are for reclassification and 1,565 for secondment.
According to the APE-MPE, special attention was paid to the satisfaction of the requests of organizations with confirmed needs, such as OTAs A and B grade and their legal entities, health service providers (Hospitals, Clinics, EKAB, etc. .), the bodies of judicial function, the independent authorities, the e-EFKA, the regional services of the bodies, etc.
Applications are submitted online from tomorrow Monday until December 14, on the https://hr.apografi.gov.gr platform, where interested employees can submit requests for a total of ten positions in up to three organizations.
Naturally, the number of approved seats per type of operator is proportional to its requests. Thus, one in three offered positions concern municipalities (4,758 in total), followed by NPDD bodies with 3,648 and ministries with 1,714 (12%). Those interested also have the opportunity to choose between 1,173 positions of public service bodies, 1,082 in regions, 550 in public authorities of judicial function, 487 in Independent Authorities, 450 in NPDD of OTAs, 392 in NPID, 212 in Decentralized Administrations and 97 positions in local authority bodies.
Of the approved positions, 5,419 are of the Secondary Education category (DE), 3,839 require a university degree (PE category), 2,660 are for TEI graduates (TE category), 2,585 are of the Compulsory Education category (HE) and another 58 positions are for Special Scientific Personnel.
A condition for the participation of employees in the mobility system is the completion of two years from the appointment or the prescribed periods of stay in a position, as is the case in border and island regions.
By order of the Minister of the Interior Maki Voridis, now the approval of the mayor will be required for the transfer of a municipal employee to another organization. Something similar applies to the employees of the Social Welfare Centers, whose transfer or secondment requires the approval of the Minister of Labor and Social Affairs until the end of 2023.
It is recalled that municipal cleaners cannot take part in mobility during the first seven years of their employment. Secondments for reasons of health and co-service, as well as mutual transfers, are excluded.
Also excluded from the process are the employees of the OTAs that resulted from splits in 2019, namely the Municipalities of Mytilini, West Lesbos, East Samos, West Samos, North Corfu, Central Corfu & Diapontian Islands, South Corfu, Argostoli, Lixouri, Sami, Servia and Velveteen.
The same applies temporarily to the staff of all nursing institutions in the country (due to covid-19), as well as to the employees of e-EFKA and the Hellenic Land Registry (due to workload).
On the contrary, the exemption from mobility that applied to the staff of the Decentralized Commands was lifted and they can now participate in the process.
