Thessaloniki: Illegal possession and trafficking of vaccines by a pediatrician in collaboration with a pharmacy

The illegal possession and trafficking of vaccines from a private pediatrician in collaboration with a private pharmacy in Thessaloniki, the Service of the National Transparency Authority revealed.

According to the EAD announcement, inspectors of the Regional Service of the National Transparency Authority, following an anonymous complaint, carried out an inspection at a private pediatrician’s office in Central Macedonia during the period June 2020 – May 2022, with the aim of checking the legality of the trafficking, management practices and administration of pediatric vaccines.

From the control carried out, 60 packages of children’s vaccines, which he had prescribed, were found in the pediatrician’s office up to 8 months earlier, from which the authenticity tapes had been removed, in violation of article 3, par. 2b of YA no. In this way, the pediatrician allegedly, according to the announcement, “altered the tracking of the batches of vaccines used and the authenticity tape attached to the prescriptions did not correspond to the vaccine used, a fact critical for public health, e.g. . in case of side effects or recall of batches’.

As pointed out by the Transparency Authority, “the pediatrician took actions to distort professional competition by keeping in his/her practice an illegal stock of children’s vaccines for the purpose of serving his/her clients, in violation of par. 2, of article 21, of Law 3418/2005 (Medical Code of Ethics), while during the investigation that followed, the prescribing and execution profile of the pediatrician during the period August 2019 – June 2020 was analyzed and it was found that vaccine prescriptions in particular were executed almost universally in a single pharmacy”.

According to the Service of the National Transparency Authority “from the testimonies of parents of children as well as other involved parties, as well as the comparison of vaccination dates with the analysis of prescription execution time, unjustified delay was found in the electronic execution of the specific prescriptions on behalf of the private pharmacy, in violation of article 4, par. 4 of PD 121/2008″.

After the on-site inspection by the EAD Inspectors, the announcement states, “at the pediatrician’s office, both the selective execution of the prescriptions in the specific pharmacy, as well as the unjustified delay in the execution of the prescriptions on the part of the pharmacy, ceased”, while it is noted that ” during the audit it was also established that in the past in 2017, a second directed prescription of vaccines by the pediatrician to another pharmacy, however, stopped its operation at the beginning of 2018″.

The audit report of the EAD was forwarded to the Medical Association of Thessaloniki and the Pharmaceutical Association of Thessaloniki in order to carry out the disciplinary control of the pediatrician and the pharmacist, respectively, as well as to the EOF and the EOPYY in order to consider the possibility of further actions in the context of the applicable provisions.
