Min. Education: Emergency grant of 31.5 million euros to HEIs due to energy crisis

Her extraordinary grant of 31.5 million euros to HEIs signed by the Minister of Education and Religious Affairs Niki Kerameos, increased by 10 million euros, compared to the previous year. The aim of this grant is, above all, assistance to cover the increased energy costs of the Institutions, due to the energy crisis, as well as other operational costs.

The regular grant of HEIs in 2022 amounts to 236 million, increased by 44 million compared to the corresponding one in 2019. Indicatively, the regular grant was: 189 million in 2017, 195 million in 2018, 192 million in 2019 The regular subsidy of HEIs covers, mainly, costs: operational, feeding, accommodation and authorized teachers.

In addition, the grant to support student housing exceeds 70 million this year. Until last September, the student grant was 1,000 euros per beneficiary per year. The prime minister announced a significant increase in TIF, which applies retroactively from last year. Now, the student allowance is increased by 50%, for all beneficiaries – from 1,000 to 1,500 euros, while the increase is 100%, to 2,000 euros, if two students choose to live together. In total, the regular and extraordinary grant for HEIs, indicatively, amounted to the following amounts: in 2022 265 million, in 2020 219 million, in 2017 189 million, in 2016 150 million euros.

The increase in the regular and extraordinary funding of our Universities contributes to their transition to the new regime established by the framework law, opening “new horizons” for more and better quality research, extroversion, greater autonomy, collaborations, meritocracy.

Furthermore, with a decision signed a few days ago by Minister Niki Kerameos, 400 new positions for Teaching Research Staff (Faculty) members were allocated to the Universities of the whole country. According to the recommendation of the National Higher Education Authority to the Minister, which was accepted, the positions are distributed as follows:

a. 65% of the 400 faculty member positions, in proportion to the retirements of the academic year 2021-22,

b. the remaining 35% of the 400 positions, based on objective criteria, as had been applied in the previous two years.

Objective criteria for the distribution of faculty positions in HEIs are the number of undergraduate students, number of semesters of the first study cycle, ratio of undergraduate students to faculty members, number of faculty positions that have been vacant in previous years and have not been filled. It is recalled that, since 2019, 1,850 new Faculty Member positions have been given to our Universities, with the balance between new positions and retirements being positive by 122 positions.
