Kerameos at the Synod of Rectors: More personal and safe environment

In the proceedings of the 98th Synod of Rectors and Presidents of D.E. of the Greek Universities, which took place at the Technology Park of Lavrio, participated on behalf of the Ministry of Education and Religions, the Minister Mrs. Niki Kerameos, the Deputy Minister Mr. Angelos Syrigos and the General Secretary Mr. Apostolis Dimitropoulos.

During the meeting with the Rectors of the HEIs. the Minister of Education Mrs. Kerameos:

A. He referred to pathogens that emerged in the Academic Charter of the country until July 2019 and the need for its restructuring, so that the Schools and Departments of Higher Education Institutions are shaped in a way that corresponds to the continuous guarantee of high quality in higher education.

Particularly:

1. Note three central parameters that need to be taken into account for the restructuring of the academic map: a. the comprehensive approach of ETAAE taking into account the needs of the real economy, b. the landscape formed by the application of the minimum import base, c. the proposals of the HEIs themselves for the physiognomy that each Institution seeks to shape in the future.

2. A letter will be sent to the Institutions setting guidelines and inviting them to submit their proposals.

Β. He extensively developed the issue of university staff, emphasizing that in the last two and a half years the recruitments are more than the departures. Specifically:

1. The distribution of 400 new faculty members achieves a balance in the support of the Institutions both in terms of retirement services (65%), as well as in terms of the integration of objective criteria in this distribution following a relevant suggestion of ETAAE. From 2019 onwards the balance of positions is positive by 132 positions in total. Currently the ratio of recruitment to departures is 1.1. In addition, without being required by law, the distribution of 282 positions for hiring teachers of the P.D. 407/80 was based on objective criteria following a relevant recommendation of ETAAE.

2. Regarding funding issues and in particular

  • Regarding the implementation from the next financial year (2022) of the distribution of the annual regular funding of HEIs based on objective and quality criteria, ETHAE has proposed transparent and meritocratic criteria, while the relevant consultation with the Institutions lasted one year. This is a historic break, as from the arbitrary decision of the Minister that was valid before 2019, now the funding given to universities is based on objective criteria (eg number of students, number of departments, geographical spread of the Foundation) and quality criteria. (after evaluation by ETHAE).
  • Extraordinary funding of € 20 million was provided, half of which to cover operating expenses and the other half to further support the Institutions in the implementation of their obligations arising from Law 4777/2021 to cover security and protection expenses and in particular for the implementation of controlled access systems, preparation of security plans, etc.

3. For the development projects of the universities

• The maturation and operational preparation of projects amounting to € 600 million, approved by the Recovery Fund, is in progress.

• Through NSRF and with great effort of the last two and a half years:

  • 21 new actions were financed with beneficiaries HEIs with a total capital of more than € 137 million and 5 existing actions with a total capital of € 115 million were extended. That is, a total of additional funding from June 2019 until today, a total of € 252 million.
  • project inclusions increased significantly by 76.31 percentage points (from 68.55% to 144.86%),
  • the absorption rate tripled (from 20.31% to 66.43%).

• The ongoing projects / studies of the national branch of the PDE of YPAITH for 347 projects of HEIs and their ELKE were transferred to the Cash Development Program, corresponding to a budget of € 370 million. The business planning for the integration of new projects in a dynamic program that will take into account the prioritized proposals of the Institutions is progressing.

Γ. She stressed that her bet internationalization of Greek universities is a multifaceted effort that bears fruit, so that our Institutions acquire the position that rightfully belongs to them on the international academic map and Greece becomes an international training center. Special mention was made of the tangible results from the collaborations with European, American, British, Chinese Universities, the promotion of the first foreign language undergraduate programs, the participation in the European Universities Initiative and the € 60 million support of the Recovery Fund for attracting academics. from foreign universities in Greece.
