New CAP: Financing at 13.4 billion euros – All the changes for farmers

A new period of important reforms and changes in the country’s primary sector will be marked by the New Common Agricultural Policy (CAP) with a total budget of 13.4 billion euros, which will start to be implemented from January 1, 2023 and will be in force until the end of 2027 .

“The new CAP essentially constitutes a new Agreement on Agriculture and Rural Areas of the European Union, which is based on the common understanding and faith of its Member States for the common future of Agricultural Policy in Europe” he told the Athenian-Macedonian News Agency general secretary of Agricultural Policy and International Relations of the Ministry of Rural Development and Food, Kostas Baginetas.

The goal for our country with the implementation of the new CAP is the integration, in a balanced way, of the goals for economic, environmental and social sustainability, which foresees the joint contribution of its two Pillars, both Pillar I of direct aid, and Pillar II of investments, in achieving specific priorities with measurable results.

The priorities which were incorporated into the National Strategic Plan of our country according to Mr. Bagineta are “designed based on the particularities and specialized needs of our primary sector and concern”:

  • in supporting agricultural income and especially our small and medium-sized producers, through the rationalization and maximum utilization of the available tools (basic support, redistributive, linked, young farmers, investments) and CAP resources,
  • in ensuring food security and sufficiency, with an emphasis on supporting livestock farming,
  • in improving competitiveness, with a greater emphasis on the interconnection of research, technology, digitization, education, training and advisory support for producers,
  • in empowering farmers in the value chain through the promotion of cooperation,
  • in dealing with climate change and protecting the environment,
  • in attracting new farmers, creating more incentives for first establishment and investment, as well as
  • in facilitating business development in rural areas for the comprehensive support of their social and economic cohesion.

As noted by the governor the ambition of HYPAAT is “to shape a new dynamic for Greek Agriculture and Greek producers” adding that “for us, the successful implementation of the new CAP is the most important challenge for the productive transformation of the primary sector of our country, especially taking into account the consecutive crises”.

The changes brought by the new CAP

“The “European Green Deal” is one of the new initiatives of the European Commission that has a particular impact on the orientation of the new CAP, as it constitutes a particularly ambitious development plan to promote the green economy, with the aim of making Europe climate neutral by 2050″ Mr. Baginetas reported to APE-MPE, adding that “this plan also includes actions for Agriculture, which he groups under the strategies “From farm to plate” and “Biodiversity”, strategies that provide for the transition to a fair, healthy and environmentally friendly food system”.

Provisions were also incorporated to shield the Union’s agri-food sector against successive crises, which recently revealed new needs and necessitated the search for effective solutions at the European level.

“Issues, such as energy autonomy and the more intensive use of RES, the reduction of input costs by encouraging investments in new and digital technologies, such as precision agriculture” stated among other things the governor. of the HYPAAT.

Great importance has been given to the interconnection of research and education as the goal is to change the production culture and redefine the agricultural production model.

Finally, an important change is the shift attempted from the compliance model to the performance model (new delivery model). The new model focuses on measuring the results achieved by the interventions designed and implemented by the Member States through their Strategic Plans.

Changes in support and programs for farmers

A series of changes will be made in terms of support and also for farmers’ programs. Something that, as Mr. Baginetas reported to the Athenian-Macedonian News Agency, aims to change “in our productive culture and in the way of approaching agricultural activity in the light of new challenges”.

With the new CAP having a greener label, its implementation focuses on the adoption of new and more environmentally friendly farming commitments and farming practices. A fact that translates into the provision of increased incentives with higher aid amounts to focused agri-environmental actions and ecological schemes of both Pillars for environmental protection and adaptation to climate change.

In the Strategic Plan of our country, a series of interventions “attractive terms of support for the adoption of animal welfare practices, protection of biodiversity, as well as the implementation of investments by young people and collective schemes in the direction of integrating into the production process new technologies and innovations that contribute in the reduction of input costs, energy savings, protection from natural disasters, more efficient use of natural resources and more rational use of agrochemicals, fertilizers and antibiotics” said Mr. Baginetas.

Finally, there are also changes in the direct support model, for which the gradual abolition of historical rights is foreseen until 2027, while for the first time redistributive support will be activated to mitigate the effects of internal convergence and protect the income of small and medium producers .
