SFEE’s proposals on drug shortages – Letter to Thanos Plevris

Transparency throughout the distribution chain and ban on exports for the products that are in short supply are the proposals of the Association of Pharmaceutical Companies of Greece

Transparency and a ban on exports of products that are in limited supply or in short supply, suggests Mr Association of Pharmaceutical Companies of Greece (SFEE) in a letter to the Minister of Health on the issue of drug shortages.

More specifically, it proposes transparency throughout the supply chain.«As all pharmaceutical companies, since May 2016, on a daily basis, digitally declare their sales to the EOF by code and by VAT number, so should the rest of the distribution chain. In this way, the EOF can check the progress of the supply of a drug and compare it with other periods. We request the same transparency for wholesale.”

The second proposition is any product for which a pharmaceutical company declares limited availability or shortage on its relevant platform EOF, to immediately place an export ban until the end of the shortage period. “The State has chosen to have the cheapest drug prices in the Eurozone and as we had communicated, 1,300 drugs are below the lowest price of this (many of which are unique). The effects of this policy are on the one hand withdrawals of these cheap drugs which are now more likely due to cost increases and on the other hand parallel exports due to the huge profit margin for the middleman.

As long as the above conditions do not change, the ministry and the supervisory authority (EOF) – despite the understaffing – should implement a system of continuous controls that will primarily protect Public Health”, emphasizes SFEE. Finally, he points out that on a daily basis it is submitted to the EOF a wealth of data from pharmaceutical companies on the detailed circulation of their products that make it very easy to control the supply of drugs by companies, at any time.
