NSRF: Until January 31, 2023, the call for digital transformation and the program for the green transition of SMEs – OPSKE opens on Thursday

The first call for the digital transition will have an initial budget of 300 million euros

Until January 31, 2023 the call for the NSRF program for the is expected to be announced digital transformation and immediately after that the program will be announced for her green transitionas announced today by the Deputy Minister of Development and Investments Yannis Tsakiris and according to estimates, the programs are expected to be utilized by 56,000 businesses.

“We consider all small and medium enterprises equal in terms of quality. In other words, all interested small and medium-sized enterprises will be able to join, until the budget is exhausted, and when some opt out, the fund will apply to the next nominations” said the deputy minister regarding the innovations of the new NSRF, while underlining that the Regional Support Charter is the most basic parameter in all programs.

The first call for the digital transition will have an initial budget of 300 million euros and refers to all potentially small and medium-sized enterprises and the evaluation will be done with “on-off” criteria and will not be comparative as it was before. “A tactic that created problems regarding the funds that had not been absorbed” as noted by Mr. Tsakiris.

The deputy minister underlined that the budget is initial. If there is interest and the initial amount is used up, there will be an increase in the budget.

With regard to the size of the companies that will join, the deputy minister noted that there was a great deal of negotiation in the EU and it was achieved that those that subsidize the work of up to 3 employees (SMEs) will be included in the digital transition (in the pre-publication there were 5 positions for the digital and 2 for the green transition).

It is recalled that there are 5,000 medium enterprises in Greece, 45,000 medium and small ones and 200,000 very small ones.

All are considered potentially equivalent and get up to a 24-month extension to implement their investment plan if they encounter difficulties. It is noted that in the past there was a specific implementation date for all the companies that joined and this acted as a deterrent to the completion of the investment plans.

OPSKE opens on Thursday

The new OPSKE (Integrated Information System of State Aids) platform, http://www.ependyseis.gr/mis, which, as the deputy minister noted, is an evolution of the old PSKE platform as it was problematic in regarding its functionality from the side of the ministry’s services. The whole system has changed, it has become friendlier for both businesses and services, and from Thursday every business that wants to submit a proposal for NSRF programs will be able to create an electronic “profile” which will facilitate the services’ evaluation, as it will be connected to taxisnet, “Ergani” etc., while the platform will connect the beneficiary and the consultant, as well as the consultants will have to make the “profile” so that businesses can have access.

It is noted that the entire system from beginning to end will be fully computerized.

The actions

The “Digital Transformation of SMEs” concerns three actions:

Action 1 – Basic Digital Transformation of SMEs: concerns enterprises, which have not yet integrated important information and telecommunications technologies (ICT) in their operation and aims to cover basic deficiencies in applications and equipment.

Action 2 – Advanced Digital Transformation of SMEs: concerns businesses that aim to expand their digital and technological maturity with integrated investments in new ICT that will upgrade their competitiveness.

Action 3 – Digital Transformation of Leading SMEs: concerns businesses that have already integrated ICT in many of their operations and now seek to implement integrated investments in cutting-edge technologies or 4th industrial revolution solutions.

Basic digital transformation involving up to 3 EMUs, advanced digital transformation involving 5 EMUs eligible costs €18,000 to €30,000, €50,00 to €650,000 and cutting-edge digital transformation with 9 or more EMUs and €200,000 to €1.2 million.

The package of actions “Green Transition for SMEs” has two sub-actions:

Action 1: Green Transformation of SMEs, concerns businesses with a subsidized investment plan budget from 200,001 euros up to 1,000,000 euros

Action 2: Green SME Productive Investment, concerns businesses with a subsidized investment plan budget from 30,000 to 200,000 euros.

The problems that are not solved

It is noted that the problem of business franchisees (franchises) who cannot join, e.g. hotels or couriers, is not solved and an attempt is being made to negotiate with the EU to legally solve the issue with a responsible statement from the entrepreneur, while a corresponding problem also exists for means of transport, i.e. if only hybrid or electric vehicles can be included. The problem arises as there are no electric buses or trucks so hybrids are preferred. “We are pressing to get an answer from the EU” as noted by the deputy minister.
