This is the large drainage and sewage treatment project which is part of the broader cooperation of the Attica Region with EYDAP and the municipalities of the region and is being implemented under the coordination of the Administrative Authority of the Attica Region with funding from the NSRF 2014-2020.
An important infrastructure development project of a social nature is in full progress which will definitively solve the enormous problem of drainage and its effects on public health and the environment, upgrading the quality of life of 250,000 residents of Eastern Attica.
This is the large drainage and sewage treatment project which is part of the broader cooperation of the Attica Region with EYDAP and the municipalities of the region and is being implemented under the coordination of the Administrative Authority of the Attica Region with funding from the NSRF 2014-2020.
It includes the construction of five wider interventions with a budget of 420 million euros from resources of two NSRF Funds 2014-2020 (ERDF and Cohesion Fund) and with its completion, Eastern Attica will acquire a modern sewerage network and 4 Sewage Treatment Centers (WTP) of tertiary processing.
The overall project envisages the new and modern Wastewater Treatment Facilities (WTP) of Rafina, Marathon and Koropi, the upgrading of the existing unit in Markopoulos and the construction of a network of 1,000 kilometers of pipelines in the municipalities of Pallini, Paania, Rafina-Pikermio, Spaton-Artemida, Marathon, Darkness.
The progress of the works and the observance of the required specifications for such a large-scale project, are a decisive step for the lifting of the annual fine of 4.8 million euros of the EU. which burdens the state budget, after the judgment of the European Court of Justice on the basis of which the country has paid a total of 23.5 million euros.
Indicative of the rate of implementation of the works is their very rapid progress, which last July had projects with a budget of 150 million euros under execution in the municipalities of Paania, Pallini, Rafina-Pikermio and Marathon, and the Rafina-Artemis KEL with a budget of 80 is in the process of being auctioned. million euros and pending announcement of projects with a total tender budget of approximately 200 million euros, for the KEL Marathon and the Spaton-Artemida drainage networks.
In his statements to APE-MPE regarding the progress of the works, the regional governor of Attica, Giorgos Patoulis, underlines: “With actions and projects, we prove that there is a strong will but also the ability to implement emblematic projects that transform the image of Attica, protect and they upgrade the environment, giving added value to the local community, the economy and ultimately to the citizens’ quality of life itself. Eastern Attica is turning a page”. And he adds that the implementation of green policies reflects the strategic goal of the Region, but also the imperative need to devalue valuable natural resources such as water. Finally, he reminds that in EYDAP’s investment plan, full utilization of the treated water is foreseen so that not a single drop is lost, “especially valuable for the strong agricultural production of the region”.
The course of the sub-projects
In the meantime, one month ago (January 10) the trial operation of the Sewage Treatment Center (KEL. The First Phase had started in July 2013) began in the municipality of Kropias, with a budget of 112,900,000 euros – which will gradually reach 200 million. euros (for network and KEL).
On January 23, EYDAP re-announced the tender for the large project of the Wastewater Treatment Center (WTP) of the municipalities of Rafina-Pikermio and Spata-Artemida, as the previous process could not proceed.

Informing the APE-MPE about the progress of the project through the sub-projects, Mr. Drosis points out that their budgets include the necessary expenses for the expropriations, the archaeological works, the relocation of the water supply networks, the technical consultant and publicity services as well as the cost of managing AEKK, but mainly in the projects of private connections of the houses to the network, “so that there is not the slightest deficiency that will hinder the progress and acceptance of each project”.
Municipalities of Rafina-Pikermio and Spata-Artemidos
In particular, for the project of the collection and treatment of municipal wastewater in the municipalities of Rafina-Pikermio and Spaton-Artemidos and the reuse/disposal of treated effluents, he points out that it concerns an integrated wastewater management system in the area with a capacity of 135,000 inhabitants in its initial phase (until 2030) and up to 225,000 in the final phase (2060), it will operate with state-of-the-art technology that will allow the outflow to be used for unlimited irrigation and urban/peri-urban use.
He mentions that the KEL facilities include the Center for Environmental Awareness and Information, with the aim of becoming a pole of attraction and upgrading of the wider area. Pilot application programs for the reuse of KEL effluents will be implemented there, as well as information and education actions of an environmental nature.
Also deliverable according to the investment budget, which amounts to 252,122,799 euros, are: The 430 km long garbage collection network in the areas of Rafina, Spata, Artemisa, Drafi, Kallitechnoupoli, Pikermi, Dioni, Argithea, Christoupoli, Mati, N. Voutjas. Twenty-three sewage pumping stations. The pipeline for the disposal of the treated effluents (land and underwater part) and the external branches to connect the properties to the sewerage network.
Municipality of Marathon
The project is similar, with a budget of 124,976,365 euros for the urban sewage of the municipality of Marathon, 188 km long. It has a capacity of 51,400 inhabitants in its initial phase and up to 110,000 in the final phase (2060). It will serve the settlements of Agios Panteleimonas, Marathonas, Nea Makri and parts of the settlements: Zouberi, Agia Marina, Neos Voutzas. Deliverables of the operation are still 15 transfer pumping stations and the pipeline for the disposal of treated effluents
Municipality of Kropias
For the project in the municipality of Kropias, with a budget of 70,673,856 euros, Mr. Drosis states that last April the second phase began, which concerns: Construction of a sewage network in the city, the main and the central collector of sewage and their transfer to the Center Sewage Treatment Plant (KEL) of Koropi – Peania. In the construction of the KEL and its onshore distribution pipeline to the coastal area south of Hamolia, and an underwater distribution pipeline. Also in the construction of a distribution pipeline from the KEL Merendas (of Markopoulos municipality), which will contribute to the central pipeline of the said KEL with the external branches to connect the properties to the sewerage network.
Municipality of Markopoulos
The 29,341,514 euro budget project concerns the integrated management of waste, i.e. the collection, transport and treatment of urban sewage, in the municipality of Markopoulos. With its implementation, the integrated management of urban wastewater will be ensured as well as the environmental upgrade and protection of public health from their uncontrolled disposal, through: a) the collection and transport of wastewater from a significant part of the settlement of Porto Rafti and Markopoulos with a total length of 45 thousand and 21 thousand respectively b) the completion of the upgrade of the Wastewater Treatment Facility (WTP) of Markopoulos, with a total capacity of 40,000 cubic meters. in order to cover the settlements of Kalyvion, Kouvara and Markopoulos, as well as the drained part of the settlement of Porto Rafti – Phase A. In addition, the possibility of future reuse of treated wastewater by EEL Markopoulou, which has the required tertiary treatment projects to ensure this goal, is foreseen.
The deliverables of the deed are still: Eight sewage pumping stations in Porto Rafti and three in Markopoulos. Completed and fully operational Sewage Treatment Facility of the municipality of Markopoulos, with a total capacity of 40,000 cubic meters. and the external branches to connect the properties to the sewer network.
The head of the Administrative Authority reminded that two of the three construction projects of networks and pumping stations started on 16/7/2018 & 21/12/2020, that the re-tendering for the two pumping stations is expected and within 2023 the tendering for the completion of the EEL upgrade .
Municipality of Pallini
Finally, Mr. Drosis mentions, the budget project of 33,728,147 euros, concerns the construction of the main and secondary sewerage pipes for dirty water and private connections (branches) in the Anthousa, Geraka and Pallini areas of Pallini municipality, which currently lack a sewerage network . The primary network of sewage in the areas of the municipality ends in six sewage pumping stations, which end up through a pipeline from the neck of Stavros to an existing pipeline of EYDAP and then through the downstream collector, to be drained to the KEL Psittalia.
The deliverables of the deed are: The primary sewer network comprising approximately 14.5 km of pressure pipelines and approximately 5 km of gravity pipelines.
