Within the next few days, the Ministry of Finance’s multi-bill is expected to be submitted to the Parliament, which, among other things, will provide for the payment of traffic fees by the month and the abolition of the 100 euro fine for late submission of tax returns, provided that the tax results will not exceed 100 euros.
At the same time, the government’s recent announcements on the revival of the old debt arrangements to the Tax Office and the Treasury, as well as the extension of the reduced VAT rates for specific categories of goods and services and the return of the Special Consumption Tax on agricultural oil, will be institutionalized.
Platform for removing immobility – When it opens
In terms of tolls by month, the information is that the platform will be opened for the removal of immobility before Easter, which is on April 16.
However, the initial goal was to start the implementation of the measure from the 1st of the following month, that is, earlier than every other year.
In detail, the bill under submission includes:
No penalty for overdue tax returns:
The fine of 100 euros for the late submission of tax returns is abolished. This measure will concern natural persons who submit overdue income tax returns and these are zero, credit, but also debit provided that the tax to be ascertained will not exceed 100 euros. It should be noted that for last year, more than 100,000 declarations were submitted late, while as provided for in the legislation, the late declaration will be accompanied by a fine of 100, 200 or 500 euros. An interest of 0.73% is also imposed for each month of delay from the final date of tax payment, in the case of debit statements.
Revival of arrangements for debts to the Tax Office and Funds:
It concerns the arrangements of 72 and 120 installments, while at the same time a new scheme of 36 – 72 installments is established for taxpayers who were consistent in their obligations before the crisis caused by high energy prices. The new payment framework for old and new debts to the Tax Office and the Funds will be activated from April. The new extraordinary arrangement of 36 or 72 installments concerns those who on November 1, 2021 had no overdue or unsettled debts, while simultaneously paying all the installments of the arrangements of 120 or 72 installments, if they had such arrangements. This includes debts that became overdue after November 1, 2021. The minimum amount of the monthly installment amounts to 30 euros. Installments are interest-bearing. For those who choose 36 installments, the interest rate is 4.37%, while for those who pay off the debt in 72 installments, the interest rate is 5.87%. Also, those who on November 1, 2021 had settled debts in the fixed arrangement of 24 or 48 installments which they lost and new debts were confirmed, after November 1, 2021, then the new debts can be included in the new arrangement of 36 or 72 installments.
Traffic fees per month:
The measure is estimated to come into force from 1 April 2023 and in any case before Easter. The measure that enables thousands of taxpayers to proceed with the removal of the immobility of their vehicle by paying registration fees by the month depending on how long they want to circulate it until the end of the year. It should be noted that the minimum period of time to remove immobility is one month and the amount paid is proportional. That is, for one month, on 1/12, for two months on 2/12, and so on. The lifting of immobility is done once for each year and therefore cannot be repeated.
Extension of reduced VAT rates:
A new six-month extension of the measure until the end of 2023 is given to the reduced VAT rates for: transport of persons, coffee, non-alcoholic beverages, tickets to cinemas and theaters, gyms, dance schools and the tourist package.
Tax return for agricultural oil:
The return of the Special Consumption Tax on agricultural oil will continue in 2023.
