The convocation of the ceremonial opening session of the new Parliament will take place at 11:00 in the morning, on Saturday the vote of confidence in the new government
In the presence of the President of the Republic, Katerina Sakellaropoulou, the Greek Parliament of the 9th Parliamentary Period of the Presidency of the Republic, which resulted from the national elections of June 25, will be sworn in tomorrow Monday.
The convocation of the ceremonial opening session of the new Parliament will take place at 11:00 in the morning, presided over by the First Vice-President of the previous Parliament, Nikita Kaklamanis, assisted by the four temporary Secretaries, who are the youngest MPs of the first two in parliamentary power parties.
Initially, Mr. Kaklamanis will read the Agenda, he will record in the Minutes the names of the 300 elected MPs, while he will announce to the House the letters of the political leaders for the selection of one of the three parliamentary seats to which they were elected.
Right away, Mr. Kaklamanis will invite the temporary First Secretary of the Parliament to accompany the Archbishop of Athens and All Greece Hieronymos, head of a delegation of members of the Holy Synod, to the plenary hall to perform the established consecration.
Afterwards, Mr. Kaklamanis will invite the members of parliament who wish to stand up and, in the presence of the Archbishop and his priestly retinue, take the oath prescribed by article 59 of the Constitution, which is the following:
“I swear in the name of the Holy and Co-equal and Indivisible Trinity to be faithful to the Fatherland and the democratic state, to obey the Constitution and the laws and to conscientiously fulfill my duties.”
The Archbishop will complete the ceremony, sign the relevant Minutes, and the temporary First Secretary of the Parliament will be called by the chairman to dismiss the High Priests from the room.
Afterwards, Mr. Kaklamanis will invite the Muslim MPs to swear in the Koran, while then the MPs who want to take a political oath will stand up.
From the ministerial seats, Prime Minister Kyriakos Mitsotakis and the members of the Council of Ministers who are also MPs will be sworn in.
The 1st vice-president of the Parliament will close the meeting, calling on the House to authorize the Bureau to ratify the Minutes and asking them, the following day, Tuesday 4 July, according to the Agenda, to come for the election of the president of the Parliament .
The deputies, before leaving, will sign their swearing-in protocol and receive the relevant documents in order to complete their swearing-in process.
The President of the Republic Katerina Sakellaropoulou will watch the swearing-in ceremony from the first row of the officials’ seats in the Plenary, who will be welcomed to the Parliament House by the Speaker of the Parliament Konstantinos Tasoulas. The other positions of the officials will be occupied by those former prime ministers, former presidents of the Hellenic Parliament, top judicial officers and officials who wish to attend. In an additional row of seats, under the seats of the officials, the representatives of foreign Churches will also sit.
Many ambassadors and diplomatic delegations of foreign countries in Athens have been invited and will attend the solemn swearing-in meeting of the parliamentarians in the diplomatic galleries, as they have informed.
Election of Speaker of the Parliament
On Tuesday morning, the Parliament will meet to elect the president of the Hellenic Parliament and then the vice-presidents, deans and secretaries, according to the proposals of their parliamentary groups.
Initially, the meeting will be presided over by the temporary First Vice-President of the Parliament, Nikitas Kaklamanis. He will announce the letters of the presidents of the parliamentary groups regarding the persons they propose for the new president of the Parliament as the submission of a nomination by a candidate is not admissible.
The leader of the ND and president of the first party in parliamentary power Kyriakos Mitsotakis, in a letter to the Parliament, has announced that he nominates the current president of the Parliament, Konstantinos Tassoulas, for the position. The new president of the Parliament will be elected by roll call and is required to receive an absolute majority of the entire number of Deputies. If the 151 positive votes are not collected, the voting is repeated and the person who received the most votes is elected.
Mr. Kaklamanis will announce the result of the vote and will call on the new president of the Parliament to immediately occupy the chair, where he will also deliver a speech. Subsequently, the Plenary will break for a few minutes and will continue under the presidency of the new Speaker of the House in the successive votes for the nomination of the 10 Vice Speakers of the House. The first three vice-presidents will be from the ND parliamentary group and one from the other parties in order to form the proportional representative presidency of the Parliament. The election of the vice-presidents of the Parliament is done by a relative majority. However, each must receive at least 70 positive votes to be elected.
On Saturday, the Parliament’s vote of confidence in the new government
On Thursday, July 6, the three-day debate will begin, in the plenary session of the Parliament, on the program statements of the new government of Kyriakos Mitsotakis. After the discussion of the program statements, on Saturday July 8, the new government will ask for a vote of confidence from the Parliament.
The debate will begin with the reading of the government’s Program Statements by the prime minister. The members of the new government, the presidents of the parliamentary groups, the parliamentary representatives and MPs from all wings of the Parliament will participate in the debate.
The vote of confidence in the government will be by roll call and will be held as soon as the debate on the program statements ends and no later than midnight on the third day after the start of the debate, that is, Saturday, July 8 2023. The government enjoys the confidence of the Parliament, if the motion of confidence is approved by an absolute majority of the MPs present, which may not be less than 2/5 (120) of the total number of MPs.
