Significant progress in the field of fighting corruption is noted for Greece, in the European Commission’s report on the state of the Rule of Law in 2023 in the European Union.

The Commission, in its latest report on the rule of law, notes progress in the implementation of four of the five recommendations it made last year in Greece.

The report states, among other things, that the actions of the National Transparency Authority (NDA) are progressing satisfactorily, while the implementation of the National Strategic Plan for the Fight against Corruption (NSSKD) for the years 2022-2025 is moving within the established schedules.

The report acknowledges the significant improvement in Greece’s ranking in Transparency International’s CPI index.

In particular, Greece in 2022 improved its score by 7 points (from 45 to 52) and its ranking by 16 places (from 67th to 51st) compared to 2018. The country collects 52 points in the evaluation and occupies the 51st place of the world ranking, marking the highest performance of the last decade and it is now among the top 30% of countries with the best results worldwide.

The establishment of an integrated framework for the gift policy and the regulation of influence activities (lobbying). At the same time, there is a need to plan awareness-raising actions with the aim of increasing registrations in the Transparency Register.

According to an announcement by the EAD, the following initiatives of the independent authority contribute in this direction: i) the code of ethics for representatives of interest groups, with practical guidelines for communication with the institutions to ensure transparency and integrity in the process decision-making and the avoidance of conflicts of interest or any undue influence and ii) the specialized website https://lobbying.aead. gr/.

Significant progress is being made in terms of ensuring effective and systematic verifying the accuracy of statements from where you belongas secondary legislation enabling full implementation of the Act was adopted from May 2022.

The report also acknowledges the progress made in its field public integrity. In this direction, the EAD contributed by publishing a code of conduct for elected local government bodies, as well as a code of ethical and professional conduct for public sector employees.

In the field of public contracts a special mention is made of the technical assistance program coordinated by the EAD to strengthen transparency and integrity in the sector in question through an integrated risk management system.

Finally, in the exhibition is also done specific reference to the law on the protection of persons who report breaches of EU law (n.4990/2022), by which the EAD is defined as the external channel for receiving, managing and monitoring reports on violations that fall within the scope of the law.
