The final beneficiaries will be selected following a lottery that will be conducted by the implementing body after the submission of applications is completed, while the results will be posted on the program’s website.
It will be put into operation on Friday, August 25th North Evia Pass 2023 through vouchers.gov.gr.
This is the platform that was implemented with the cooperation of the Ministries of Climate Crisis and Civil Protection, National Economy and Finance, Interior, Digital Governance and Tourism and aims to financially support the tourist activity of the regions of Northern Evia, which were affected by the fires of August 2021, in continuation of the corresponding scheme of the previous year.
The program concerns immaterial digital debit cards, which beneficiaries will be able to use until 30-11-2023 for accommodation, catering and local transport costs in the above affected areas.
In particular, 3,050 cards of 100 euros are to be issued for the Municipality of Istiaia – Edipsos and 3,500 cards of 150 euros for the Municipality of Mantoudi – Limni – Agia Anna.
The vouchers.gov.gr platform will remain open for submitting applications from Friday, August 25, 2023 until Tuesday, August 29 at 9:00 p.m.

The action has a total budget of €1 million, and through it 6,550 beneficiaries will be able to issue an immaterial digital debit card as an incentive to visit the above eligible areas, stimulating local tourism and – wider – economic activity for the next quarter.
The North Evia Pass 2023 has no income criteria and, therefore, citizens who:
- are tax residents of Greece tax residents of Greece, based on the last cleared personal income tax return for the tax year 2022,
- they or their beneficiaries do not have Evia as their main residence, as it appears from the last cleared personal income tax return for the tax year 2022 and
- are not beneficiaries – beneficiaries in the context of:
- of the Social Tourism program for the period 2022-2023 of the Public Employment Service or those selected as beneficiaries of the Social Tourism program for the period 2023-2024 of the Public Employment Service, regardless of whether the above benefits are ultimately used or not, and
- related provision from any other body for the same period of time.
It is clarified that permanent residents of Evia cannot use the immaterial digital debit card.
It is also clarified that for married persons or persons who have entered into a cohabitation agreement, the beneficiary is the person liable to submit the tax return or one of the two, in case of a separate return. The North Evia Pass 2023 can be used exclusively either by the beneficiary himself to cover his local transport, dining or accommodation costs, or by those designated as his “beneficiaries”, namely:
His adult children who are declared as dependents in the last cleared personal income tax return for the tax year 2022, or
the beneficiary’s spouse or the person who has entered into a cohabitation agreement with him/her.
The operation of the platform is particularly simple, as in order to submit the application each citizen only needs his Taxisnet passwords and the confirmation of a mobile phone number and an e-mail address. All other data are automatically collected through the Interoperability Center of the General Secretariat of Information Systems and Digital Government of the Ministry of Digital Government.
Analytically:
The citizen enters the platform with his Taxisnet passwords.
Immediately after, he registers his contact details, i.e. email address and mobile phone number, which he then authenticates via a hyperlink and a one-time password (OTP – One Time Password) respectively.
Then, he declares the Municipality of his choice, between the Municipality of Istiaea-Edipsos and the Municipality of Mantoudi-Limni-Agia Anna.
Finally, the citizen responsibly declares that he does not belong to any of the ineligible categories of beneficiaries in the context of the action and selects “Submit”, completing the application submission process.
The process can also be handled through KEP.
The process of issuing the immaterial digital debit card will start within 2 working days for the beneficiaries who will be selected by lottery. After issuance, the Payment Service Provider informs the beneficiary of the procedure to be followed to activate the card.
In addition, a suitable smartphone that supports NFC – contactless transaction technology is required to store the immaterial digital debit card. Finally, after the deadline, it is not allowed to withdraw the application or create a new one.
The North Evia Pass is implemented by the National Network of Technology and Research Infrastructures (EDYTE S.A. – GRNET), a body of the Ministry of Digital Governance, and is financed by the Public Investment Program.
