About 1,400 public bodies fall within the scope of the relevant law passed in 2022
The application of targeting throughout the Publicwith the aim of increasing the productivity of human resources and of each service, is the new bet that the government must win.
2023 is the first year of implementation of the new system, on the basis of which mandatory targets are determined in each organic unit and at all levels of administration with the content of the implementation of specific actions and actions in a specific period of time, within the framework of the responsibilities of the organic units.
The scope of the relevant law passed in 2022 covers approximately 1,400 public bodies, which are called upon to jointly determine objectives, for the achievement of which the superiors are responsible, who are graded according to their performance.
The Ministry of the Interior has drawn up a complete road map, with targeted actions, for the implementation of this critical tool, which aims to increase productivity in the public sector. At the same time, next week it will implement a special “Information System for the Collection of Targeting Data of Public Agencies” where all agencies will have to post the targeting of all their superiors. The objective of the ministry is both the control of the implementation of the law and the qualitative evaluation of the objectives set by the agencies.
The competent ministry will request the immediate submission of accounting information regarding the completion of the target-setting actions of the 1st stage of the evaluation period 2023 from the public bodies with a circular of Deputy Minister of the Interior, V. Charalambogianni, expected to be sent to recipients next Monday. As she reports to the Athenian-Macedonian News Agency, “it is a challenge for the ministry the complete implementation of the target setting – for the first time – by the agencies, because our unchanging goal is the effective service of the citizen and the operation of the State, at the service of . Our goal is to introduce measurable, qualitative data for each policy area and to correlate these with the exercise of responsibilities, the administrative procedures required and of course with the required resources.”
It is noted that on the basis of the achievement of specific objectives, the process of additional remuneration (productivity bonus) is activated for the period of the successful implementation of the objective, both for the supervisors and for the employees in a State unit.
The next step, after the assessment of the goals set by the agencies, is the immediate holding of interactive workshops in collaboration with the National Center for Public Administration and Self-Government (ECDPA). At this stage, each Ministry will work out with the help of experienced public administration officials all of its objectives, with a view to updating the Annual Action Plans of the Ministries at the September Cabinet.
In particular, the Ministry of the Interior, in direct collaboration with each agency, will carry out an analysis of the responsibilities and administrative functions of the organic units and the development of objectives and key performance indicators (KPIs) per administrative level (General Directorates, Directorates, Departments) and per policy area, taking into account both the Annual Action Plans of the Ministries, and the Targeting Decisions of the Administrative Bodies, where they exist.
The main objective is the development of a “dictionary/reservoir” of objectives and indicators per agency, per administrative level and per policy area, which will be integrated into the “Hellenic Public Human Resources Register” (Census) and the Human Resources Management System (HRMS). -once fully developed. The dictionary will contribute to the recording and grouping of objectives and indicators by policy area, so that for the first time there is historical data and comparative evidence for decision-making and policy planning. At the same time, monitoring the effectiveness and efficiency of services will lead to reorganization of the administrative function and optimization/simplification of procedures.
At the same time, Census platform (apografi.gov.gr) will be ready to welcome the posting of the revised objectives.
