The government’s measures to combat fan violence were presented in detail today at a press conference by the Deputy Minister of Sports, Yannis Vroutsis.
Earlier the prime minister Kyriakos Mitsotakisspeaking at the ministerial office, stated: “We will essentially proceed to immediate application of the provisions which may have been valid in the past but had not been implemented by the PAEs, such as cameras or the immediate establishment register with the members of only one club per Association, the electronic ticket with the cooperation of the competent Ministry of Digital Governance, which will allow the instant identification of the ticket holder through a mobile application”
The measures presented to the Council of Ministers are as follows:
A. PHILATHLON CLUBS
Only one Club per team badge
Appointments and administration framework of the Club
Supervision of the PAE in the Club and its civil liability in its entirety
Mandatory establishment of a Panhellenic Federation of Fan Clubs within 6 months and its participation in the international Confederations of Fan Clubs
Immediate operation of the Electronic Register of Members of Fan Clubs
B. ELECTRONIC SURVEILLANCE OF SPORTS FACILITIES (CAMERAS)
Mandatory full operation of the electronic supervision system for the Super League and Basket League stadiums
Certificate of its good operation from EL.AS. two days before each match
If the system malfunctions, the match will be played behind closed doors
If the system malfunctions on the day of the match, the next match will be held behind closed doors.
C. RECONSTRUCTION OF THE PERMANENT COMMITTEE FOR COMMITMENT TO VIOLENCE (DEAB)
In application of the St. Denis Convention of the Council of Europe, it becomes 5-member and flexible, with lawyers, judges and an officer of EL.AS.
It is created Electronic Platform to support its project, in collaboration with EL.AS.
D. NATIONAL COORDINATION COMMITTEE
It is recommended National Coordinating Committee, in application of the Saint Denis Convention of the Council of Europe
Its purpose is the development and implementation of an interagency integrated approach to safety, protection and service at sporting events
Representatives of the Ministries of Sports, Citizen Protection, Interior, Justice, Digital Governance, Health, Infrastructure and Transport, as well as from the Prosecutor’s Office, DEAB, EL.AS., Fire Brigade, sports and football authorities, PSAT, the Panhellenic Association of Fan Clubs etc. .a.
E. ENHANCEMENT OF ADMINISTRATIVE & CRIMINAL MEASURES
Following the recommendation of the DEAB, following the reports of its Observers and the EL.AS., the Ministry of Sports automatically imposes sanctions for incidents of fan violence, such as the throwing of flammable materials, by mandatory authority.
Imprisonment and fine for public statements, announcements, entries, etc., capable of inciting acts of violence or threats against the statutory administrative, judicial, judicial bodies of football, referees, as well as against officials of professional teams
F. BET FINANCING BREACH CLAUSE
Reduction of funding for Anonymous Sports Companies (AAE), Departments of Paid Athletes (TAA) and Amateur Associations in cases of prohibition of the presence of fans in certain zones or sections of stands or at least one matchday behind closed doors
The withheld sums of money will be allocated exclusively for the maintenance and upgrading of facilities at the National Sports Centers
G. ELECTRONIC TICKET – IDENTIFICATION
Modern and innovative ticket holder identification system, in collaboration with the Ministry of Digital Governance
Automatic and immutable process, without the control of a natural personthrough an application on the ticket holder’s mobile phone
Users of the application will be natural persons who issue a ticket for themselves and their minor children
A condition for users is to register their details in the National Register of Communications (NMR)
