No safety system can definitely prevent an accident, said the former head of ERGOSE, Christos Dionellis, in his testimony as a witness to the commission of inquiry for “the investigation of the crime of Tempe”.

He also noted that the General Regulation Traffic of the railway “provides for every case”, and provides for “how the train will circulate with the systems and how it will circulate without the systems”.

Asked about it, he said that the European system (European Rail Traffic Management System) operates on less than 20% of European lines: “I can never accept that the other 80% do not have insurance. That is, every day, today as we speak, thousands of trains start on the European network, and cross lines that do not have ERTMS”.

According to Mr. Dionellis, the accident in Tempi “was an unprecedented case. When we have a double line and a head-on collision, it’s unheard of. It has nothing to do with minor omissions and personnel problems. It’s no secret that OSE is woefully understaffed [..] Of course it creates problems, but to the point of reaching a double line, in operation, to have a frontal, it is unheard of”.

Mr. Dionellis was also asked about the case of harmonizing the country with the 4th European Railway Package, which also concerned security issues. Specifically, the majority member of parliament L. Tsavdaridis asked if the delay in the country’s harmonization, from 2015 to 2019, is justified. and I don’t remember what limits the package had, which he put in each state, and I can’t know why” answered Mr. Dionellis.

Mr. Dionellis did not want to answer questions regarding the 717 contract as, as he said, he is a defendant in this case.-
