Drastic changes in the structure of OAED and unemployment benefits are provided by a bill of the Ministry of Labor which was presented today by the competent minister, Kostis Hatzidakis. The draft law establishes income criteria for the maintenance of benefits and benefits for the unemployed, provides for deletion from the register of unemployed to those who reject more than three times jobs proposed by the counselor and introduces work allowance for those who find work while receiving subsidies. “Our effort is not just about the reform of OAED. It is an effort – through the new Public Employment Service – to turn the competent state agency from an unemployment trap and a mechanism that gives useful, but not enough unemployment benefits, into a lever so that unemployment is reduced and the unemployed find the job that will they wished. In this way, the Minister of Labor and Social Affairs, Kostis Hatzidakis, outlined the bill entitled “Jobs Again: Reorganization of the Public Employment Service and digitization of its services, reform of the vocational training system and diagnosis of work needs and other provisions.” Press – in the presence of the Governor of OAED Spyros Protopsaltis and the General Secretary of Employment Support Eleni Gioti -, in view of his testimony tomorrow in a public consultation.
As Mr. Hatzidakis stressed, the main objectives of the bill are:
1. To help the unemployed and especially the long-term, with new digital tools, to find a job and to reward those who are actively looking for or finding a job.
2. To address the phenomena of abuse that have been identified, so that the benefits and benefits are directed to those who really need them.
3. To ensure that taxpayers’ money for subsidized training programs will take place, as Greece has a big problem in the field of skills.
The regulations provided by the bill include:
-Providing work allowance to subsidized unemployed who find work.
-Supporting the unemployed by upgrading their skills and new digital tools for their reintegration into the labor market.
-The payment of bonuses to the long-term unemployed for the preparation of a digital individual action plan.
-The treatment of the phenomena of abuse of the benefits of OAED, which is renamed to Public Employment Service.
-The reform of training to meet the needs of the economy
-The connection of the fees of providers and trainees with the results of the training.
Analyzing the basic provisions of the bill for the support of the unemployed and the strengthening of employment, Mr. Hatzidakis placed special emphasis on the introduction of income criteria – those provided for the payment of the heating allowance – for staying in the Register of Unemployed after the first 12 maintaining a range of benefits, benefits, etc., emphasizing that there are many cases of unemployed people who remain registered in the Register for a number of years, while declaring high annual incomes and living in expensive areas. “The fight against fraud and abuse is something that should unite us all, as it is obvious that people in need have taken advantage of the loopholes to secure a range of benefits that hundreds of thousands of our low-income citizens need most.” , stressed characteristically.
Regarding the provision for activating the deletion from the register of unemployed after three denials of suitable jobs (ie positions that have taken into account, among others, the unemployed person’s employment profile, previous salary and place of residence) or refusal to participate in a training action , the Minister of Labor and Social Affairs noted that similar regulations apply in most European countries, adding that the proposed provisions are based on 1985 legislation. and we go to big incomes- and in the second case to his refusal to accept positions that are in line with what he asked for. Even so, the unemployed are not deprived of basic social benefits such as the Social Housing Tariff, the arrangements for ENFIA and the heating allowance. “We sought a fair treatment that protects those in need, while taking into account that there are taxpayers, but also rules of justice,” said Mr. Hatzidakis.
He concluded by saying: “With this bill we are harmonizing with what is happening in advanced EU countries, we are dealing with chronic pathogenesis of OAED – which include abuse and fraud – and we are giving more weapons for the future to workers and unemployed, setting them even stronger bases the social policy of the country “.
