Rena Douros blamed for deadly floods in Mandra

The prosecutor in the trial for deadly floods in Mandra where 25 civilians were killed, blaming state services, local government and the region, demanding that the former governor Rena Dourou, as well as former mayors of the region and other responsible officials be found guilty of murder, flooding, which concerns the tragic consequences of the flood phenomenon.

The prosecutor, in a speech that lasted over five hours and was shocking, he described as “pre-announcement of a crime»The deadly flood in Mandra in 2017, evaluating all the deposits and all the documents in the trial that lasted for a long time and is now entering a phase of completion.

According to the prosecutor, the arbitrary, which were allowed for voting reasons, the criminal omissions of the competent state authorities, the local government and the Region, had created the appropriate scenario for the occurrence of the catastrophe.

Mandra, as witnesses testified, was the typical example of an area, built in streams, where garbage, arbitrary constructions and the lack of any measure of protection from floods were a given.

The inhabitants, especially of a street in Koropouli, lived every year with the fear of the flood and the panic that the water would take them.

A depot in the area, a marble shop, two-storey houses were built in the streams of the area, while the problem with the floods in the area was permanent.

Mandra was flooded frequently and many times there had been huge problems, while many times the area, as in 2015, had been declared a state of emergency due to floods. In the past, there have been victims of floods in the area.

The risk of a deadly flood in the area, the prosecutor stressed, was a typical case that had been recorded in scientific books and was the best study for students and scientists.

According to the prosecutor, in 2015, two years before the tragedy, the area was flooded again very badly, without, however, signaling an alarm from the competent (local government, regional and competent ministries) and to take immediate flood protection measures.

That is why the prosecutor, who read shocking testimonies of survivors and relatives of the victims who experienced the tragic events first hand, described the Mandra tragedy as a “pre-announcement of a crime”.

Ten omissions for Douros

The prosecutor was a catapult for the accused, for the omissions of their services. Especially for the former governor Rena Dourou who is being tried for the tragic consequences of the deadly flood, the prosecutor noted ten omissions, which, as she said, are for her non-execution of flood and other necessary works.

“He knew, the prosecutor stressed, about Rena Dourou, and the dangers for the region but also the need to prioritize the necessary projects in it.”
In particular, for the former governor, the prosecutor proposed to be found guilty of negligent homicides, bodily harm (injuries to civilians) and the catastrophic consequences of the flood (crime of causing flood), while for individual charges (breach of duty) she proposed.

Regarding the responsibility of the former mayor of Mandra Ioanna Kriekouki, the prosecutor also suggested that she be found guilty according to the indictment (negligent homicides, bodily harm and flood provocation), in addition to the breach of duty, as she is blamed for a series of omissions. consequences of the deadly flood (cleaning of streams, anti-flood works on Koropouli Street, demolition of arbitrary and so on).

For the former mayor of Megara, Grigorios Stamouli, the prosecutor also proposed to be found guilty of a series of omissions for projects in his municipality, while for the other defendants, he proposed their guilt with some – as the case may be – exceptions. In total, she proposed that 20 of the 21 defendants be found guilty, proposing her acquittal for only one employee.
