2. “HELLENIC RAORS SA” should take over – and not the Ministry of Infrastructure & Transport – the Network’s Damage Restoration Project, with the aim of better coordinating and ensuring its qualitative completion as soon as possible.
3. The Ministry of Infrastructure & Transport should create a position of either Deputy Minister or Deputy Minister, exclusively on the railway and fixed track, with the right to sign.
4. Establishment of a Group of Strategic Planning & Task Force with a clear mission to the strict supervision of the Greek Railway Reconstruction project and will be directly referred to the prime minister, who in his statements personally assumed the responsibility of modernizing the Greek railway.
5. Amendment of Law 4412 on public procurement in order to simplify and accelerate the procedures for the construction of the rail projects for the construction of the railways due to the urgency and the importance of rail transport for the country’s economy and to serve the needs of the social community.
6. Give absolute priority to projects relating to the Athens-Thessaloniki Central Railway, which should be completed in the 1st trimester of 2027. 7. For the most effective and rapid repair of damage and the position of implementing all the necessary technical means it is proposed either to discontinue the operation of the Athens-Thessaloniki line (except suburban lines) or to reduce the frequency of the routes. At the same time, it is proposed to continue the operation of freight transport without reducing itineraries but in times that do not prevent the execution of the projects on the network. It goes without saying that in order to make the above modifications, the agreement with the Hellenic Train and other freight transport companies utilizing the network is necessary.
8. Acceleration of the completion of the work of restoring the automatic rail levels of Northern Greece that are currently causes of frequent accidents.
9. Implementation of a rehabilitation plan and start of the restoration projects of the Thessaloniki-Alexandroupolis Department of the Network, to cover Drama, Xanthi, Kavala with the aim of completing it until 31/12/2028. In order to achieve this goal, the Directorate of Projects of “HELLENIC Railways SA” must seize the project and entrust it to various contractors. An important objective is also to interconnect critical infrastructure, such as ports and the Industrialists, with the rail network.
10. Defront and accelerate staff recruitment procedures in “HELLENIC RAORS SA” and establish (mainly economic) incentives to attract new ones in order to enhance human resources.
11 ‘Immediate Activation and Implementation of the Memorandum of Understanding with the German Railways (DB), an initiative implemented under my chairmanship, in the presence of the then Vice -Chancellor of Germany and the Greek Minister of Infrastructure & Transport in Thessaloniki, which provides for the enhancement of the know -how to the EC. etc. Modern simulators.
