The Ministry of Environment and Energy puts the draft law on “Framework for promoting biomethane production, rules for organizing hydrogen market and geographically limited hydrogen networks – partial integration of Directive (EU) 2024/1788 and other environmental protection provisions. ”

With this new draft law, the Ministry of Environment and Energy is forming the institutional framework for its production and participation biomethane and renewable hydrogen and low carbonate hydrogen in the country’s energy mix, to achieve the relevant goals included in the National Plan for Energy and Climate (ESEK).

The bill is the first step in regulating the production of biomethane and hydrogen in the country by importing, for the first time, provisions establishing an integrated and cohesive framework for the production of biomethane and hydrogen, and their inflammation in the national gas system (ESFA) or distribution networks, their use as a fuel of movement, and the injection of hydrogen is also regulated into geographically limited hydrogen networks, taking into account the framework for the European Commission’s announcement of March 8, 2022, “Repowereu: Common European action for more affordable, secured and viable energy”.

More specifically, the bill:

  • It establishes for the first time a coherent licensing framework, providing complete transparency and confidence in investors, filling it to date legislative and regulatory gap.
  • Regulates the ability to connect these units to the ESFA. or distribution networks, or geographically limited hydrogen networks, in the most economical way, aiming at “greening” natural gas infrastructure and on the other hand in geographically restricted commercial and industrial areas.
  • Clearly identifies the responsibilities of public bodies and authorities involved in the licensing and supervision of hydrogen and biomethane production units.
