In public consultation Until September 30, 2025, the first technical directive of the Technical Chamber of Greece (TEE) is set, entitled: “Guidelines for the drafting and revision of TOTEEs that will be developed in the context of the National Sustainable Construction Alliance”also known as “Totee 0”.
According to a TEE announcement, this new directive is the first step in defining the development framework for a “new generation of technical instructions”, with the aim of promoting sustainable and environmentally friendly construction in Greece. As TEE President George Stasinos pointed out, engineers of the country are called upon to actively contribute to the formation of new guidelines, which will determine the rules for not polluting projects, save energy and protect the environment.

The content of “TOTEE 0” and its role in sustainable construction
The initiative belongs to the TEE, which as a technical adviser to the state undertakes to ensure that new guidelines respond to modern scientific, environmental and social demands. According to the President of the TEE:

The Ten Basic Directions of the Sustainable Building
The first Directive (“TOTEE 0”), prepared by a specialized Working Group of the TEE and the relevant Scientific Committee, sets the framework for ten main requirements and guidelines, which relate to:
- Preventive ecosystems protection, proper waste management, energy efficiency promotion, use of renewables and application of bioclimatic planning.
- The integration of innovative, environmentally friendly technologies, under the guidance of optimal manufacturing practices.
- Complete harmonization with international, European and national standards and laws (ISO, EN, ELOT), and especially with the European Directive on Energy Efficiency of Buildings (EPBD).
- Promoting green public procurement, enhancing sustainable development in the public sector through environmental criteria in procurement processes.
- The application of the commitments of National climate law For zero emissions by 2030 and the achievement of climate neutrality.
- Harmonization with the new policies on bourgeois policy, building reserve management and urban durability, as provided by Law 5106/2024.
- Support for financial tools and programs such as “Save”, “Electra” for Public Buildings, Urban Restoration Programs and more.
- The help of achieving goals of European programs for climate neutral cities.
Categories of Sustainable Building
According to the TEE, the Technical Instructions for Sustainable Building classified into four distinct categories:
- Claims: They gather requirements from regulatory texts, standards and market needs.
- Guidelines: They inform scholars and manufacturers about the steps of a project based on sustainable construction.
- Guides of good practice: They provide tangible examples and application tools, specifying optimum processes and options in accordance with standards and contemporary developments.
- Faces Certification Schemes: According to the requirements of national and international law (see ELOT EN ISO/IEC 17024 and 17067).
