The Ministry of Rural Development and Food (YPAAT) is taking another step towards the digital automation of its services that has been taking place for the last three years, by designing and implementing a series of digital services accessible through the Greek state web portal (gov.gr).
These services, which will be added to the already in-service digital services of the Ministry of Regional Development and Infrastructure, aim to simplify the transactions of those active in the field of marketing, distribution and cultivation of seeds competent services as well as their approvals will be processed electronically.
“We ensure the transparency and speed of transactions in the field of vegetable seeds. The digitization of these processes further strengthens the country’s biodiversity and food security protocols. Allowing us to protect biodiversity and ensure that the Greek agri-food sector will remain intertwined with the production of safe and nutritious products. While, it allows us to collect statistical data useful for evaluating the qualitative and quantitative characteristics of Greek production. “Especially in the current international environment where ensuring the food adequacy of Greece is an immediate priority of the Ministry of Regional Development and Infrastructure,” said the Deputy Minister of Rural Development and Food, George Stylios, to the Athenian-Macedonian News Agency.
According to the competent deputy minister, “this is another step towards the realization of the goal I set from the first day I took office in the Ministry of Regional Development, ie the organizational modernization and the digital transformation of the operational structure of the ministry, to offer to producers and entrepreneurs in the primary sector services easy, fast and completely transparent “.
Specifically, the digital services provided concern the following procedures:
1. Application for approval of intra-Community acquisition (for plant species and varieties not registered in the EU national or Community catalogs)
Application concerning activities such as seed marketing, seed production, sowing of agricultural holdings, research on seeds, etc. This is an application that companies producing and / or marketing propagating material, growers, and research institutes, including those of the Ministry of Agriculture, and Universities are required to complete in order to obtain propagating material from the following cultivated plant species:
– Large crop plants
– Vegetables
– Aromatic drugs
– Ornaments
– Fruit plants / trees
– Vineyard
2. Export declaration
It is submitted by the companies for the production and / or marketing of propagating material during the export to third countries of propagating material of domestic production, intra-Community acquisition or imported from third countries and concerns the aforementioned plant species.
3. Application for approval of reproduction of a variety of cultivated plant not registered in the national list
It is submitted by companies for the approval of reproduction of varieties (seed production) that are registered in the national catalog as well as for varieties registered in the Common Catalog of the European Commission or in Catalogs of varieties of third countries. It concerns cultivated plant species such as:
– Large crop plants
– Vegetables
4. Application for a marketing authorization for seed of varieties for which an application has been submitted for inclusion in a corresponding list in at least one Member State
In the submission of the above application, companies of production and / or marketing of propagating material are obliged and seek the approval:
* marketing of seeds for testing varieties of large crops that are registered in the national catalog of our country
* marketing of seeds of horticultural varieties registered in the national directory of our country or other EU Member States
5. Declaration of temporary cross-border provision of services in the field of propagating material
It is submitted by natural or legal persons, legally established in another EU Member State. for the provision of certain services (marketing of propagating material, cultivation control in seeds under official supervision, etc.) in the Greek territory without establishment.
It concerns the following cultivated plant species:
– Large crop plants
– Vegetables
– Aromatic drugs
– Ornaments
– Fruit plants / trees
– Vineyard.
