Parliament: The debate has begun on the ratification of the PNP which provides for the “strengthening of the integrity of the EYP”

With the speeches of the speakers of the partiesthe debate began in the plenary session of the Parliament on the bill entitled “Sanction of the Legislative Content Act from 9.8.2022 “Emergency provisions to strengthen the integrity of the operation of National Intelligence Service” (A’ 152)”. With the specific PNP, it was foreseen (a) the redetermination of the competent body and the appointment process of the commander of the EYP, “which will be carried out from now on after the opinion of the competent committee of the Parliament, an obligation which also occupies the already serving commander” and (b) that, in order for the EYP staff to declassify the communications of persons, in the context of the exercise of their powers, “the approval by the competent prosecutor of appeals of the order of the prosecutor’s officer is required”.

As the rapporteur of the majority, its member of parliament, said ND, Ath. Davakis, the receipt of the opinion of the Special Standing Committee on Institutions and Transparency of the Parliament, expands the parliamentary supervision of the EYP, while the restoration of the obligation of approval by a second external prosecutor, the competent Appellate Prosecutor, of every request of the EYP to lift the privacy of a person “covers the vacuum caused by the previous government in 2018, with the then modification of the procedure for issuing the provisions for the removal of confidentiality, the removal of the second prosecutor”. The draft law “constitutes an immediate and important step towards the strengthening, modernization and operational integrity of the National Intelligence Service” said Mr. Davakis.

The minority rapporteur, SYRIZA MP, Chr. Spirtzis spoke of “pretend legislative initiative included in Mitsotakis the second’s propaganda”. Not even the municipalities with the regions in the rain have such an overlap of responsibilities.” In the intervention of a member of parliament on the issue of informing Mr. Androulakis, Mr. Spirtzis asked: “Why should he be informed, when a politician elected by the Greek people is being monitored? Why; It’s logical! They are you! They are you. Same on you! […] You’re already saying it here.”

On the part of PASOK-Movement for Change, H. As for the issue of privacy, Mr. Kastanidis said that “there is no invocation of privacy in the Institutions and Transparency Committee according to the law of the state, that is, according to the Regulation of the Parliament. None! In the case of a confidential procedure, the invocation of confidentiality is not forgiven, because then the parliamentary control of the Institutions and Transparency Committee over the EYP is abolished”.

The shopkeeper of the KKE, Maria Komninaka he spoke of an “attempt to cover up” and an “overt attempt” by the government “to obfuscate the investigation by various methods”. Regarding the PNP, he said that it “cultivates illusions about the possibility of democratizing the EYP and other similar mechanisms of the bourgeois state, while in fact […] it leads to shielding them even more and above all “to make the argument stronger to accept what is called as a legal framework for wiretapping”.
