Ministers of State Giorgos Gerapetritis and Akis Skertsos presented the Government’s Consolidated Action Plan for 2023
Seven government actions were presented and approved today in the cabinet which met under the Chairmanship of the Prime Minister, Kyriakou Mitsotakis.
These actions concern the Ministries of State, Interior, Health, Justice, Finance, Transport and the competent ministry for press and information.
In particular, the Ministers of State George Gerapetritis and Akis Skertsos presented the Government’s Consolidated Draft Action Plan for 2023 – Ministries’ Action Plans.
The Council of Ministers was informed about the course of preparation of the unified government policy plan (GPP) for 2023, as provided for by the law on the staff state, with a horizon of its finalization on November 15, 2022 and final approval by the Council of Ministers in December.
To date, 1,913 projects and reforms have been submitted for evaluation by all Ministries for inclusion in the E P for implementation in 2023, of which 1,395 have secured funding. 7 national strategic plans for social cohesion and ensuring the equal treatment of women, children, young people, persons with disabilities, LGBTI+, and 5 individual action plans for attracting investments and improving the business environment.
Recruitment planning
Afterwards, the Minister of the Interior, Makis Voridis, presented the Human Resources Planning for 2023 to the Council of Ministers.
Recruitment requests from all agencies submitted via digital organization chart for the year 2023 amounted to approximately 34,400, once again reflecting the significant activation and response of agencies. The recruitment planning was formed according to the government priorities, it includes military and production schools, medical, nursing and other staff of the Ministry of Health, as well as the administrative and other staff of all agencies, both State and Local Government.
At the same time, it takes into account the prioritization stated by the agencies in their requests, but gives a clear priority to the essential quality upgrade of the human resources of the public administration, as the majority concerns the recruitment of employees of the category of Special Scientific Personnel, University and Technological Education.
For 2023, 17,942 regular staff recruitments were approved (15,640 regular staff recruitments within the 1:1 rule and 2,302 additional regular staff recruitments outside the 1:1 rule).
As far as private law personnel of a fixed term – project lease contracts for 2023 are concerned, it was decided to reduce the maximum annual limit by 11% compared to that of 2022 (25,344), i.e. the filling of 22,556 positions.
Management of restricted property
The Minister of Finance, Christos Staikouras and the Deputy Minister of Finance, Apostolos Vesyropoulos, presented the following legislative initiatives: a) Institutional framework for the management of frozen and confiscated assets derived from criminal activities and b) Tax Procedure Code.
a) With the bill concerning the institutional framework for the management of frozen and confiscated assets resulting from criminal activities, the procedures for managing assets, which originate from criminal proceedings, are modernized. A key element of the bill is the development of a central electronic Registry for the monitoring and management of the assets in question, without prejudice to the rights of the suspect or accused. The Registry is placed under the central supervision and coordination of the General Directorate of the Financial Crimes Prosecution Service (SFPO) of the Ministry of Finance.
In the short term, a single, transparent and fully controlled procedure for the management and utilization of assets that are seized or confiscated during criminal proceedings is sought, the preservation and prevention of a reduction in their value, as well as their disposal for public benefit purposes, for public purposes interest and satisfaction of the victim, taking into account the interest of the accused.
In the long term, the optimal coordination of the prosecuting authorities in the management of said data under the supervision of a central body, the central monitoring and extraction of statistical data related to items derived from criminal actions and the establishment of a climate of security and transparency in society is sought.
b) The bill concerning the Tax Procedure Code constitutes a legislative codification of the current provisions and is part of the overall government policy for the codification of Greek legislation, within the framework of the law on the staff state and under the supervision and coordination of the Central Codification Committee. The new Code aims to:
-In rendering the codified provisions in a more comprehensible and systematic way, so that the meaning of the rules it introduces is clear.
-Removing semantic and terminological inconsistencies.
-Cleaning up content by deleting inactive settings.
– In harmonizing with other tax legislation and with the legislation governing the establishment and operation of the Independent Public Revenue Authority.
Oncology Center
The Minister of Health, Thanos Plevris and the Deputy Minister, Mina Gaga, presented the bill for the establishment of a Legal Entity under Private Law with financial and administrative autonomy, with the name “Marianna V. Vardinoyannis – ELPIDA” Children’s Oncology Center.
This Center will have 5 objectives: Nursing, research, dissemination of ideas, information management and functioning as a “Center of Excellence”:
– Provision of nursing services in the field of Pediatric Hematology-Oncology and related activities, which are included in the mission of a modern Oncology Center, equipped with the latest medical technology equipment, the renewal or upgrading of which may also be covered by the Marianna V. Vardinogianni Foundation.
– Design, planning and execution of research programs in the field of Pediatric Hematology-Oncology on behalf of oneself or third parties, either independently or in collaboration with other related activities, institutions in Greece and abroad.
– Dissemination of ideas by organizing all kinds of international meetings, conferences, conferences and seminars in the field of Pediatric Hematology-Oncology, in collaboration with other local and foreign bodies.
-Collection and utilization of scientific information in the field of Pediatric Hematology-Oncology, as well as utilization of this information through modern IT methods, mainly from the interconnection of the Children’s Oncology Center “Marianna V. Vardinogiannis-ELPIDA” with leading Oncology Centers abroad through of the global network of twinning and cooperation.
-Operating as a “Centre of Excellence” and reference at the European level with the aim of providing medical services and hospitalization to children suffering from benign and malignant diseases, the provision of spaces dedicated to research for the treatment of the above diseases, the implementation of new methods and forms of hospitalization and medical care and the psychological support of sick children and their families.
The Children’s Oncology Center “Marianna V. Vardinogianni-ELPIDA” will offer advanced services with functional interconnection and integration of structures from the GNPA “HAGIA SOFIA”.
Selection of Contracting Authority leadership
The Minister of Justice, Kostas Tsiaras and the Minister of Development and Investments, Adonis Georgiadis, proposed and the Council of Ministers approved the selection of the President and Advisors of the new Single Public Procurement Authority, which resulted from the merger of the Pre-Trial Appeals Examination Authority and the Single Independent Public Procurement Authority. Following the positive opinion of the Institutions and Transparency Committee, the following were selected:
– For the position of President of the Authority, Mrs. Androniki Theotokatu, Honorary President of the Auditing Court.
For the positions of Councilors of the Authority: Mr. Ioannis-Konstantinos Chalkias, Honorary President of the Legal Council of the State, Mr. Konstantinos Tolis, Honorary State Commissioner of the General Commission of the Court of Auditors, Mr. Ioannis Lambropoulos, Honorary President of the Administrative Courts of Appeal, Ms. Vassiliki Karadima, Honorary Appellate of Administrative Courts, Ms. Garifalia Skiani, Honorary Legal Advisor of the State, Ms. Eleni Svolopoulou, Honorary Legal Advisor of the State (following the proposal of the Minister of Justice), Ms. Evangelia Koutoupa, Professor Emeritus of the Law School of the Aristotle University of Thessaloniki and Mr. Dimitrios Chanis, Honorary Legal Adviser of the State (following the proposal of the Minister of Development and Investments).
Forced expropriations
The Council of Ministers approved the proposal of the Minister of Infrastructure and Transport, Kostas Karamanlis, for the inclusion of forced expropriations of real estate in par. 1 of article 7A of the Code of Compulsory Expropriations of Real Estate for the execution of projects of general importance for the country’s economy concerning the completion of basic roads projects as well as in the construction of the 1st Vocational Lyceum of Sykeon of Thessaloniki, an emblematic educational infrastructure project.
Digital Information Center
The Deputy Minister to the Prime Minister, Yiannis Oikonomou, informed the Council of Ministers about the Digital Information Center.
The Digital Information Center belongs to the Horizontal Projects of the Digital Transformation Bible 2020-2025 and is in the pilot phase. It is a modern integrated content management platform for Mass Media.
With the creation of the Center, the General Secretariat of Communication and Information will provide online information services, adapted to their needs (tailor-made services), primarily to the bodies of the Central Government and optionally, to 80 more bodies of the public sphere, such as the Parliament , the decentralized administrations, independent authorities, organizations, etc.
Benefits of the Project
-Upgrading the information process of all Ministries and 80 more agencies, receiving from the GHEE online publicity monitoring and information (de-listing) services adapted to their needs, providing the possibility for searches with a combination of criteria and the production of complex reports.
-Modernization of operation and upgrading of equipment of the GSEE.
-Training of executives of the General Assembly, the Presidency of the Government and other Ministries in new technologies and media content management systems.
– Creation of a modern Data Center.
-Creation of a National media content database, from 12 television and 12 radio stations, with a historical archive from 1.1.2016 (media database) and the possibility of further expansion and enrichment with archival material that can be a source of primary reference content.
