The purpose of the bill is to upgrade the requirements for each position, to strengthen meritocracy and transparency, and to speed up procedures
The bill of the Ministry of the Interior entitled “New system for selecting public sector administrations, strengthening their efficiency and other provisions” was submitted to the Parliament.
It’s about third successive bill of the Ministry of the Interior in the new government term, which he has dual purpose:
A) the modernization of the selection process of administrations of Public Sector bodies and
B) the creation of a framework that provides for their continuous evaluation.
The object of the bill is upgrade requirements for each positionin order that the executives who will be selected have increased qualifications and abilities, its reinforcement meritocracy and her transparencythe effectiveness of the system through speeding up proceduresas well as the evaluation of the administrations so that if they achieve the goals they can be paid more and if they do not achieve their goals they can be replaced.
Particularly:
A. New system for selecting administrations of Public Sector bodies:
– Submission of the procedure to ASEP.
– Grouping of agencies according to the scope and type of their responsibilitieswhile a special grouping and procedure is provided for hospitals.
– Increased requirements and strict minimum qualifications (e.g. degree and/or (where applicable) work experience relevant to the subject of the advertised position or management), ensuring that those selected have the necessary qualifications to cope with their duties.
– Innovative assessment tools – skills tests – , which are applied for the first time horizontally in the Public Sector in order to ascertain the skills of the candidates.
– Specific deadlines so that selection procedures are initiated and completed on time for all agencies.
– Streamlining procedures and reducing the administrative burden. For example, a single notice will be issued for the administrations of all hospitals, instead of about 120 separate notices and therefore 120 separate procedures.
B. New management evaluation system of Public Sector entities:
– Annual action plans for each carrier.
– Performance contracts which mention specific actions and objectives, will be signed from the beginning of the term of office of the administrations and will be posted on the website of the supervising Ministry.
– Annual evaluation of administrations and, depending on the achievement or non-achievement of the set goals, possibility of reward (productivity bonus) or immediate termination of their term and their replacement.
The bill concerns more than 600 positions of Presidents, Vice-Presidents, Governors, Deputy Governors, Deputy Governors, Directors and Authorized Advisors in Public Sector bodies (Public Law Legal Entities and Private Law Legal Entities for which the choice of administrations belongs to the Government).
The forwarded provisions remained in consultation for two weeks and the comments made were taken into account in the final formulation of the bill. Indicatively, the addition of a provision is noted so that, during the annual evaluation, the Minister also takes into account the evaluation of the administrative bodies by the heads of the organic units of the legal entities they head.
The Minister of the Interior, Niki Kerameos, stated: “We are establishing a new way of selecting and evaluating administrations for critical public bodies, more modern, effective, efficient, worthy of the demands of society and citizens. We are raising the bar, increasing our demands from our executives. The goal is to create a state that constantly puts serving the needs of the citizen at the center.”
The Deputy Minister of the Interior, Vivi Charalambogianni, stated: “With this legislative initiative, the government’s commitment to getting the right person in the right place at the right time is being put into action.. This is achieved by meritocratic procedures, by commitment to achieving specific goals, by speeding up selection procedures. We are changing the State and making it better.”
