Their recommendations for Greece’s transition to its era artificial intelligencewith a strategy that will give our country significant comparative advantages and make it a pioneer in selected fields of application of the new technology, presented on Monday afternoon to the prime minister Kyriakos Mitsotakis the members of the High Level Advisory Committee on IT.

During the meeting, some of the central goals put forward by the strategy for artificial intelligence were examined, such as improving the efficiency of the public sector, upgrading public education and health to provide better services, adapted to the needs of each student or patient, the development of new civil protection tools against the consequences of climate change, the protection of democracy and public dialogue from misinformation and the strengthening of national defense.

Particular emphasis was also placed on the goal of further increasing the attractiveness of Greece as an investment destination for high technology, while it was noted that in this particular area a country can benefit from the cultivation of a positive dynamic, where the success of the first investors acts as a “beacon” for the arrival of other companies afterwards.

To serve these objectives, the Commission recommended 6 flagship projects, firstly establishing Greece as a model country in the collection and governance of data, which is a necessary basis for the development of artificial intelligence, but also the establishment of a center of excellence for the TN, which will be a world-class research and educational institution.

In this way, on the one hand, an innovative regulatory-operational framework will be established and on the other hand, a core of interdisciplinary innovative research will be formed, promoting the development of IT and at the same time stimulating the business and academic environment in Greece.

Flagship projects also include the development of a central IT educational platform that will support teaching, learning and online collaboration; encouraging the development of IT ecosystems around data, computing resources and opportunities for investment and training, such as the participation of Greece in the European competition for the creation of AI Factory; the creation of a data space for the Greek language, which will promote the utilization of Greek texts and works of culture from the major language models currently used by the TN, which will contribute both to the more accurate integration of this information into TN education and to the preservation of the Greek language; and the establishment of a global forum on the ethics of TN and a global observatory on TN in the democratic process.

During the discussion, it was emphasized that artificial intelligence must be put at the service of citizens and their well-being, while at the same time the importance of properly communicating the transformation that AI will bring about, so that society can make the new technology its property, was emphasized.

In this context, in addition to the opportunities and challenges presented, risks were also mapped, with the Prime Minister noting the need for smart regulation to protect children and teenagers from exposure to social networking applications.

Kyriakos Mitsotakis pointed out that now it is of particular importance to organize the work that needs to be done, mainly the development of tangible planning for the implementation of the strategy, the prioritization of the Commission’s proposals but also their combination with relevant actions that are already underway, such as training programs.

Speaking about Greece’s digital transition with the use of Artificial Intelligence, the Special Secretary for Long-Term Planning of the Government Yannis Mastrogeorgiou he was hosted on Tuesday in his radio room and to Paul Tsimastating that Greece can become a pole of attraction for technological investments, while already all giants such as Meta, Microsoft and Meta already have data centers in the country.

“In the matter of Artificial Intelligence, the most important factor is human talent. As much as this seems a little strange to us, as much as we have intertwined artificial intelligence with robots, as something intangible and non-existent, the human element is the touchstone for its evolution. Why? Because man is the one who will make the algorithm and define the framework in which this shocking technology and science will evolve. And Greece is very blessed to have an inexhaustible supply of high-quality human talent in artificial intelligence.”

“I have become a part of the content, but not in its full development, so I want first of all, before giving the floor to Kostis and all the excellent participants in this nice meeting, to thank you once again for the very important work you have done”, the prime minister said at the beginning of the meeting.

“As far as I’ve been able to go through the draft, it’s really a benchmark text and it’s the definition of how I envisioned the national strategy for our country. And of course, I think what will concern us from now on is the implementation plan for the next steps, because you set very specific and measurable goals, so how we will implement the strategy and who will be the owner of the individual projects and how we will be able to monitor its implementation, I think is the next issue that will concern us. But today let’s take a step back and see first of all what you propose to us and what you want us to discuss today”, Kyriakos Mitsotakis added in his introductory statement.

K. Daskalakis: It is vitally important that this transformation be done successfully

“I think today is a more – let’s say – solemn day, we don’t do work, but it has been preceded by a lot of hard work by the Commission in the last year and it follows, as you said, Mr. President, even more hard work to implement these proposals. Because, while we have tried to make the proposals realistic and have a significant possibility of a big impact on the country, implementation is still a big gamble that we have to win. Therefore, the day we deliver our project is semiotically important”, noted for his part, in his initial statement, the President of the Committee, Professor Konstantinos Daskalakis.

“I want to thank you for giving me the responsibility to undertake this project, and to thank the members of the Commission, as well as Giannis Mastrogeorgiou and Kyriakos Sambatakakis for the excellent coordination of this Commission.

As I said before, our purpose is to map opportunities for the application of Artificial Intelligence in Greece and for the transformation of the country in the new era. I believe, and the members of the Commission do, that it is of vital importance that this transformation be successful.

This transformation I think is a bigger challenge than the digital transformation of the country and I think the difference is similar to the human talent and the infrastructure needed for this transformation. Digital transformation is easier to procure, to buy from providers with the right political will to implement it in the country. The government has shown great ability in this area in recent years and that is where the transformation that has already taken place is really important.

However, I consider Artificial Intelligence to be another “track”. And in order to play in the First National League in this field, we need political will and we need cooperation between the state, the academic community and the private sector.

In the text of the Commission we have mapped opportunities for the application of artificial intelligence in the country and we also have some flagship programs which we propose in the introduction and which are further analyzed, from many angles, in the chapters of the Commission.

We consider that the emblematic programs are among the most necessary to play in the First National League in this field. Some of them are easier to implement, in fact some of them are already at the beginning of their implementation. However, others are more difficult, but I think they are very important to do. We describe, as far as we can, in a 100-page text, what we propose to do and why it is of great importance that these proposals be adopted,” continued Mr. Daskalakis.
