Tsakiris: The new NSRF implementing law aims, primarily, to protect the beneficiaries

“The new draft law It aims to lead our country for the first time in the new digital age and to alleviate the inequalities so far but also to lead to transparency in all processes, protecting in every way the beneficiaries “. This was stated by the Deputy Minister of Development and Investment, Giannis Tsakirisspeaking in Parliament, in the debate on the bill “Management, control and implementation of development interventions for the Programming Period 2021-2027”.

He added that “the main goal of the bill is the rapid and safe absorption of new resources, so that our country remains in the top positions of absorption of European states but also continues to be on a growth trajectory.”

The differences

The differences that are added to the new draft law of the NSRF 2021-2027, as the Undersecretary said, come to improve and solve problems of the existing framework and not to change the structure of the existing plan.

Specifically, with the bill:

• It is adopted NSRF Monitoring and Coordination Council with the mission of coordinating the Funds and synergies and their complementarity.

• It is created new Special Service for the management of the program “Technical Assistance and Beneficiary Support”, while we proceed to the commitment of a specific amount for the financing of support actions (capacity building).

• It is being restructured the National Coordination Authority. We are proceeding with the merger of the existing services but also with the creation of new services in order to strengthen the coordination for the enhanced support of the Regions, of the Integrated Spatial Investments, but above all of the beneficiaries.

• They are preserved all staff structures in the ministries that implement co-financed projects, however, setting a limit for one structure per ministry.

• It is simplified the process of specialization of the programs, for which no approval is required from the Program Monitoring Committee, while emphasis is placed on the planning of the invitations and their timely publication.

• We are moving forward in fully digitized processes, creating interoperable information systems for more transparency, I say TRANSPARENCY again.

• It will not be required HR / JMC for the establishment of new financial instruments for more direct support of society.

• The payments to the beneficiaries of the programs will not be subject to deduction or withholding due to debts to the State and to insurance organizations or seizure in the hands of the State or third parties and will be paid upon presentation of evidence of tax and insurance awareness.
