Daughter of a military policeman and a street vendor, she points out that she was the first black woman to command the Casa Militar de SP (appointed in 2017 by the then governor Geraldo Alckmin), the first woman to head the CPI-5 (Command of Policing of the Interior in Rio Preto) and a student at the National Academy of the FBI (the American Federal Police).

Helena, who has been in the military since 1994 and a colonel since 2015, will wait for the share that will fall to her portfolio, within the budget of the São Paulo government for 2023 (total of R$ 317 billion).

Created in 1965, the Secretary of Sports of SP has as some of its duties the establishment of policies aimed at youth sport and leisure and the elaboration and execution of sports programs and projects at the state level.
