This is how the money is divided among the teams from betting on football, basketball and volleyball

The entire speech of Lefteris Avgenakis:

“Article 79 of Law 4764/2020 established the PERMANENT annual support mechanism for sports teams through the taxation of gambling players’ profits! A constant demand of the sports field that our Government dared to institutionalize.

In 2021, 62 million euros were allocated to us by the Ministry of Finance and distributed for the 1st time, with a ratio of 50%-50% to professional and amateur sports:

> 31 million euros were then shared by the Sports Corporations (football Super League 1, Super League 2 and Football League, men’s basketball and men’s volleyball)

> and another 31 million the 4,882 legal amateur associations, registered in the 2021 Register of the Deputy Ministry of Sports, but also our National Teams of all ages and sports, Olympic, Paralympic and non-Olympic, through their Federations.

We remind you that in the last three years (2020-2022) the total expenditure on sports reached the unprecedented amount of 304 million euros, increased by 70% compared to the period 2017-2019, which in total was only 181 million euros.

That is, 123 million euros EXTRA within 3 years.

And at least another 122 million euros are planned to be allocated for our sports this year, in 2023!

For 2023, therefore, 66 million euros were allocated to us by the Ministry of Finance and are being distributed these days from the specific PERMANENT and ANNUAL “piggy bank” for sports.

We issued, together with the colleagues of the financial staff (Ministers Christos Staikouras and Theodoros Skylakakis and Deputy Minister Apostolis Vesyropoulos, to whom I warmly thank for their cooperation) the KYA 65456 (Government Gazette B’ 704, 10/02/2023).

How are these 66 million euros distributed for 2023?

* 3.3 million (from 1.1 million euros) will be received by the three Organizing Committees of Motor Sports (Acropolis Rally), the International Cycling Tour of Greece and the 3rd Mediterranean Coastal Games 2023 “Heraklion 2023”, which have contributed maximum in extroversion in the country and in the successful holding of major sports events that promote our country internationally.

* The remaining 62.7 million euros are shared equally between amateur and professional sports (out of 31,350,000 million, i.e. 50%-50%.).

* Beneficiaries of the funding are:

> the sports teams, the professional football, basketball and volleyball teams that received the Participation Certificate from the Professional Sports Commission last summer and

> the amateur clubs that have a Special Sports Recognition and are registered in the electronic Register of amateur sports clubs.

A. In Professional Sports, the distribution of €31,350,000 is as follows:

> A total of €21,000,000 is given to the 14 PAE of Super League 1 (from €1.5 million each),

> The 12 KAE of the Basket League are given a total of €5,093,500 (€4,575,000 are shared equally, i.e. from €381,250 each and another €518,500 proportionally – for the 6 teams that participate in European competitions, based on the capacity of the organization and the matches they have played).

> Therefore the OEMs receive the following amounts:

* KAE PANATHINAIKOS: €509,418.54

* KAE OLYMPIAKOS SFP: €509,418.54

* KAE AEK: €451,160.11

* PATRON SUPPLY M&A: €462,811.80

* CAE PAOK: €436,595.51

* KAE PERISTERI: €436,595.51

* ARIS OEM: €381,250

* KAE KOLOSSOS: €381,250

* KAE LAURIO: €381,250

* KAE IONIKOS: €381,250

* KAE KARDITSA: €381,250

* APOLLON PATRAS: €381,250

> The 10 teams of the Men’s Volleyball League are given a total of €2,714,500 (€2,236,666 are shared equally, i.e. from €223,666.63 each and another €477,834 proportionally – for the 4 teams that participate in European competitions, based on capacity of the organization and the matches they have played).

> Therefore, the volleyball teams receive the following amounts:

* PANATHINAICOS: €379,881.3725

* OLYMPIC: €361,503.1675

* PAOK: €333,935.86

* MILONAS: €297,179.45

* PHONIKAS SYRO: €223,666.63

* KIFISIA: €223,666.63

* PEGASUS POLYCHNIS: €223,666.63

* ATHLOS ORESTIADAS: €223,666.63

* OFI €223,666.63

* ARISTOTELIS SKYDRAS €223,666.63

* We further anticipate that:

> Sports Team, which will receive a sum of money, is obliged to complete its participation in the current competition season in the category in which it participates. Otherwise, the money he receives will be sought as improperly paid.

> The payment of any amount of money is suspended in the event that a team is in the process of evaluating a Report, for any participation in match manipulation of the 2022-23 season, by the National Sports Integrity Platform (Article 21 of Law 4726/2020).

* In the event that the case of a rigged match under evaluation is placed by EPATHLA on file, the involved team will receive within a reasonable period of time the amount due to them and the payment of which was suspended.

* In the event that the match-fixing case under evaluation is forwarded to the competent public authorities, i.e. the competent prosecutor and/or the competent sports body, i.e. the competent sports disciplinary body, the suspension remains in effect until an exculpatory decision is issued by the disciplinary body.

* In the event that the disciplinary body of the sports body issues a conviction, the penalized team permanently loses its right to this funding.

* If, after the completion of the process of payment of this funding, a team which received the corresponding amount, is included in a Report for the current season, which is examined by the EPATHLA and a condemning decision is issued against it by the competent sports disciplinary body, then the money he receives will be sought as improperly paid.

B. In Amateur Sports, the distribution of €31,350,000 is as follows:

> An amount of €11,662,250 is allocated to all amateur associations registered in the 2022 Register, i.e. 5,742, which is distributed proportionally, according to the following criteria:

* number of sports cultivated by the association,

* number of coaches employed,

* number of athletes it has,

* annual expenses of the association (as reflected in its account, which is declared in our Register).

> In any case, regardless of the above criteria that shape the funding of each association, it receives a minimum base amount of €1,700 (increased, as last year it received €1,600).

> Especially the amateur clubs that belong to the National Sports Federation of Persons with Disabilities, the Hellenic Sports Federation of the Deaf and the Sports Federation of Kidney Patients and Transplants, receive the base amount of €1,700, increased by 50%, i.e. €2,550!

> An additional amount of €8,555,250 is distributed to a total of 340 amateur clubs, which are registered in the Registry and participate in the following 20 National Championships (9 championships were strengthened last year):

* First National and Second National Women’s Football with 49 teams,

* 3rd Men’s National Football Team with 68 teams,

* A2 Men’s Basketball with 15 teams,

* A1 and A2 Women’s Basketball with 39 teams,

* Men’s A2 Volleyball with 9 teams,

* A1 and A2 Women’s Volleyball with 24 teams,

* Men’s A1 and A2 Polo with 31 teams,

* A1 and A2 Women’s Polo with 20 teams,

* Men’s A1 and A2 Handball with 33 teams,

* A1 and A2 Women’s Handball with 24 teams,

* First National and Second National Men’s Indoor Football with 19 teams,

* First National Women’s Indoor Soccer Team with 9 teams.

> An additional amount of €1,982,500 is allocated to the clubs participating in European Events, based on the capacity of the European events and the international matches they host.

> Finally, regarding the National Teams of each of our sports and each age category, an amount of €9,150,000 is allocated according to the following criteria:

* Awards of the National Team,

* Expenses of each Federation for its National Teams.

> €7,320,000 is allocated to the National Teams corresponding to Olympic Federations

> and from €457,5000

* to the National Teams corresponding to non-Olympic Federations,

* to the National Teams corresponding to Paralympic Federations,

* to the Hellenic Olympic Committee (for the preparation of the Greek pre-Olympic mission) and

* to the Hellenic Paralympic Committee (for the preparation of the Greek pre-Paralympic mission).
