Two Prosecutors they will be the ones to lead the new DEAB. The Deputy Minister of Sports, Yannis Vroutsis announced its new composition, while also pointing out the upgraded powers it will have.
“From February 13, 2024, the stadiums open in an environment that provides draconian penalties for offenders” Mr. Vroutsis emphasized and underlined:
“We are determined and operate with audit procedures which are solid. With penalties that are no longer subjective, but objective with binding authority. The measures are specific and understandable and our aim is not to punish either the fans or the PAE. We stand by them, within a framework of agreement, alliance and consensus to confront violence. I hope these severe penalties do not have to be applied. We want stadiums full of fans, who love sports, who will feel safe.”
The composition of the DEAB in detail…
By decision of the Deputy Minister of Sports, Yannis Vroutsis (Government Gazette YODD 108, 9/2/2024) the new composition of the Standing Committee to Combat Violence (SCC) was defined, as described in article 4 of Law 5085/2024.
Evangelos Kaisaris, Honorary Appeals Prosecutor, former head of the Piraeus Appeals Prosecutor’s Office, is appointed President of the DAEB and his deputy is Pantelis Stragalis, Honorary Appeals Prosecutor.
This is the upgraded body of the Ministry of Sports that will impose the automated administrative sanctions with limited jurisdiction – fines and penalties for holding matches behind closed doors – in cases of delinquent behavior and fan violence (e.g. lack of identity of the holder of a registered ticket with that attempting to enter the field, throwing objects, spectators entering the field, etc.)
The Standing Committee for Combating Violence now consists, for more orderly operation and efficiency, of 5 regular and 5 alternate members.

* The vice-president will be Christos I. Iliadis, lawyer at the Supreme Court, former president of the DEAB, specializing in the field of sports law, and his deputy will be lawyer Ioanna Barbis, specializing in the field of sports law.
Also participating as members are:
* Konstantinos Christologlou, Police Director of the Sub-Directorate for Combating Violence in Sports Venues (YAVAX), with Deputy Police Officer A’ Michalis Georgopoulos, of the General Policing Directorate.
* Konstantinos Kaminaris, lawyer specializing in the field of sports law, with lawyer Panagiotas Konitsiotis – Rizou as deputy, specializing in the field of sports law.
* Anastasia Goufa, head of the Professional Sports Events Department of the Directorate of Professional Sports and Professional Sports, of the General Secretariat of Sports, with Maria Theochari as deputy, head of the Department of Fan Clubs of the Directorate of Professional Sports and Professional Sports, of the General Secretariat of Sports.
