The National Register of Communications (E.M.Ep. – emep.gov.gr) is the management information system of the central base of unique registration of the contact details of all natural persons, who have been assigned a Tax Registration Number (TIN).

Objectives of the EMEp
The EMEp was designed with the aim of facilitating the provision of digital public services to citizens through gov.gr. The main objectives of the EMEP are twofold:
The first goal concerns the creation of a central, unique point of registration of the contact details of natural persons, so that:
- On the one hand, the citizenwhenever there is a change in his contact details, to update a point without having to visit different physical or digital points to declare the change.
- On the other hand, the public bodies to be able to obtain updated contact information to communicate with natural persons in a timely and seamless manner.
The second goal concerns strengthening the security of digital transactions with public services provided through Gov.gr. Strong authentication is enabled, which is achieved by sending a single-use code to the confirmed mobile phone registered for the citizen in the EMEp.
The certified, i.e., mobile phone is used to achieve Gov.gr as a safe and trusted digital environment through which the citizen can confidently and safely process sensitive electronic transactions such as myphoto, egov – KYC (Know your Customer ), the gov.gr Wallet, i.e. transactions that may reveal personal and/or sensitive information to the user as well as transactions that create a commitment or obligation such as the issuance of an electronic declaration of liability and the issuance of an electronic authorization.
As the mobile phone number, registered in the E.M.Ep. is of paramount importance, its registration is not limited to a simple statement but requires confirmation by a third party. For this reason, different confirmation channels have been activated to facilitate the citizens as much as possible. Confirmation can be done:
i. from a Greek financial institution whose natural person is a client and e-banking user and the mobile number to be confirmed is used by the financial institution to send one-time-passwords to the specific natural person or
ii. from a Greek mobile phone service provider
iii. by a KEP employee or Consular Authority after physical identification.
