The EMEp began to operate productively in March 2021 and to date 3,683,119 natural persons have registered their contact details in it while more and more people realize its usefulness and take relevant action. At the same time, there are many organizations that have used the EMEp data for the electronic services they develop and operate.

Examples include the Ministries of Digital Governance, Interior, Infrastructure and Transport, Citizen Protection (Hellenic Police), Infrastructure and Transport, Labor and Social Insurance and Health as well as other bodies such as the Federation of Court Administrators of Greece, Municipalities, Financial Institutions, the DEDDEE.

It is worth noting that already in Gov.gr Wallet 2,296,150 police ID cards have been issued and stored, of which 67,302 copies of police ID cards in PDF, 1,844,922 driver’s licenses, 33,923 disability cards, 102,586 unemployment cards (DYPA), 36,899 ring badges and 318,467 car “Dossiers” (MyAuto) were issued.

The National Communication Registry

The National Register of Communications (E.M.Ep. – emep.gov.gr) is the management information system of the central base of unique registration of the contact details of all natural persons, who have been assigned a Tax Registration Number (TIN).

  • What information will I enter in the E.M.Ep?

In E.M.Ep., you can enter the following contact information concerning you:

a) Mobile phone number

b) Email address

c) Landline number

d) Full postal address of residence

e) Full contact address (if different from residential address).

  • Who can register their contact details in E.M.Ep.?

In E.M.Ep. can enter his contact details any natural person to whom a Tax Registration Number (TIN) has been assigned.

  • Can the same mobile phone number be declared in E.M.Ep. by two or more people?

Any mobile phone number can be reported to E.M.Ep. only by a natural person.

  • How is the initial registration of my mobile phone number in E.M.Ep.?

The initial registration is done through the option “Declaration-Confirmation of Mobile Phone Number” and you are sent a one-time password (One Time Password) by sms, which you enter to verify possession of your mobile phone number. This is followed by a confirmation (cross-check) of the possession of the mobile number by a credit institution of which you are an e-banking user or by a mobile telephony service provider.

As long as the mobile phone number is not confirmed by either a credit institution or a mobile phone service provider, you can go to K.E.P. or paid consular authority to state your contact details.

  • They can register his contact information in E.M.Ep. minors who have reached the age of 15?

Minors who have reached the age of 15 can register their contact details in the E.M.Ep., if they have a Tax Registration Number (TIN).

For access to digital services of increased security, the confirmed mobile phone that has been declared in the E.M.Ep. used in combination with TAXISnet codes, as a second identification factor.

  • How is the statement of contact information made to E.M.Ep. for minors?

The statement of contact details to the E.M.Ep. for minors it is the same as for adults, through the electronic application of the E.M.Ep. using TAXISnet codes and confirmation of the mobile phone from a credit institution or mobile service provider. In case the confirmation of the mobile phone cannot be obtained through a credit institution or mobile service provider, the registration of the minor’s mobile phone number in the E.M.Ep. can be done in K.E.P. or salaried consular authority following the personal presence of both the minor and the guardian with their identification documents and mobile phone.

Objectives of the EMEp

The EMEp was designed with the aim of facilitating the provision of digital public services to citizens through gov.gr. The main objectives of the EMEP are twofold:

The first goal concerns the creation of a central, unique point of registration of the contact details of natural persons, so that:

  • On the one hand, the citizenwhenever there is a change in his contact details, to update a point without having to visit different physical or digital points to declare the change.
  • On the other hand, the public bodies to be able to obtain updated contact information to communicate with natural persons in a timely and seamless manner.

The second goal concerns strengthening the security of digital transactions with public services provided through Gov.gr. Strong authentication is enabled, which is achieved by sending a single-use code to the confirmed mobile phone registered for the citizen in the EMEp.
The certified, i.e., mobile phone is used to achieve Gov.gr as a safe and trusted digital environment through which the citizen can confidently and safely process sensitive electronic transactions such as myphoto, egov – KYC (Know your Customer ), the gov.gr Wallet, i.e. transactions that may reveal personal and/or sensitive information to the user as well as transactions that create a commitment or obligation such as the issuance of an electronic declaration of liability and the issuance of an electronic authorization.

As the mobile phone number, registered in the E.M.Ep. is of paramount importance, its registration is not limited to a simple statement but requires confirmation by a third party. For this reason, different confirmation channels have been activated to facilitate the citizens as much as possible. Confirmation can be done:

i. from a Greek financial institution whose natural person is a client and e-banking user and the mobile number to be confirmed is used by the financial institution to send one-time-passwords to the specific natural person or

ii. from a Greek mobile phone service provider

iii. by a KEP employee or Consular Authority after physical identification.
