The White House has claimed, citing intelligence, that Moscow is seeking to annex Ukrainian territory by installing proxies and establishing the ruble as the currency in Russian-controlled areas of eastern Ukraine.

Russian President Vladimir Putin said he saw no desire on the part of Kiev to fulfill the terms of what he said was a “preliminary peace agreement” reached in March to end the war in Ukraine, where Russian bombing continues.

It is recalled that the Kremlin characterizes the Russian invasion of Ukraine as a “special military operation”.

Diplomacy

There was no immediate reaction from the Ukrainian government to Putin’s statements. In March there were indeed talks, but no notable progress had been made.

Russia’s president met with Iran’s supreme leader during his visit to Tehran, his first trip outside the former Soviet Union since Russia’s invasion of Ukraine. Russia and Iran must work together to remain vigilant against “deception by the West,” Ayatollah Ali Khamenei told Vladimir Putin.

Battles

In Odessa, at least four people were injured and houses were completely destroyed by Russian missile attacks, according to the Ukrainian authorities.

Russia’s defense ministry said its forces destroyed ammunition depots in Odesa where weapons sent to Ukraine by the US and the EU were being stockpiled.

At least one person was killed by a Russian missile attack on the eastern Ukrainian city of Kramatorsk, the regional governor said.

Ukrainian authorities said Russian troops attempted to continue their advance on the town of Avdiyfka, north of Donetsk, but were pushed back after days of fighting in which they suffered heavy casualties, with around 40 dead.

The Reuters agency emphasizes that it is unable to verify reports from the battlefield.

Economy

Russian President Vladimir Putin met with his Turkish counterpart Tayyip Erdogan to discuss the issue of Ukrainian grain exports through the Black Sea – currently blocked by Russian forces.

The European Commission is set to publish today a plan to curb gas demand in EU member states ahead of winter.
