THE Andrei Germak, the Ukrainian president’s chief of staff said the attack was “another terrorist act” by Russia and repeated his calls for other countries to declare Russia a state sponsor of terrorism, a move that would lead to additional sanctions against Moscow.

Russia denies targeting civilians and rejects accusations of war crimes in what it calls a “special military operation” to demilitarize and “de-Naziize” Ukraine. Ukraine says it suffered an unprovoked invasion.
