A woman accused of drug trafficking kissed an inmate and gave him half an ounce of methamphetamine, which he ingested and died of an overdose.

Rachel Dollard, 33, was accused of concealing a drug-filled balloon in Joshua Brown’s mouth at the Tennessee Turnpike Center Industrial Park and administering it to him orally, the Department of Corrections said Tuesday.

After visiting Dollard prison in February, Brown died at a local hospital. He was serving an 11-year sentence on drug-related charges that expires in 2029.

Special agents from the Dixon County Sheriff’s Department and the Department of Corrections arrested Dollard last week. Authorities say he has been charged with second-degree murder and possession of contraband. The arrest warrant was based on a sealed Hickman County indictment.

“This case highlights the very real dangers and consequences of prison smuggling,” said David Imhoff, director of the agency’s Division of Investigations and Action.

“Our agency will prosecute our staff, the men and women in our custody, and anyone who poses a threat to our facilities.

Dollard is being held in the Hickman County Jail.

This is not the first time an inmate has received the kiss of metabolic death.

In 2017, Melissa Ann Blair visited her incarcerated boyfriend, Anthony Powell, in Oregon, gave him a long kiss and handed him seven small balloons filled with methamphetamine. She said the suspect burst two balloons in his stomach and died from the metatoxin.

The district judge said Blair’s actions were part of a plot by Powell and others to smuggle drugs into the prison.

“It was tragic and unfortunate, but he shares responsibility for what happened,” said US District Judge Marco Hernandez.
