Restriction on the entry of Russians from the Baltic States and Poland

Some exceptions are foreseen, for example in cases of Russian permanent residents of these countries, dissidents, as well as for humanitarian reasons.

The three Baltic Sea States —Estonia, Latvia, Lithuania– and the Poland are today jointly implementing further restrictive measures to reduce the number of Russians allowed to enter their territory, in retaliation for the war in Ukraine.

All four countries will not allow from today to Russians with passport visas that guarantee them access to the Schengen area, entry for tourism, business, sports or cultural activities.

Some exceptions are foreseen, for example in cases of Russian permanent residents of these countries, dissidents, as well as for humanitarian reasons.

Already, all four countries had practically stopped issuing such visas and permanent residence permits to Russians on their territory.

Although it used to be possible for citizens of Russia with passport visas for the Schengen area (26 states) to enter it through the four states, as of today this is no longer possible. Entry is prohibited to Russians holding Schengen visas regardless of which country issued them.

Estonian Prime Minister Kaja Kalas urged other European Union member states to ban entry to Russians. The measure is met with strong reservations and objections from other governments.

“We need to use all the tools we have in our toolbox to force Russia to end this war,” Ms Kalas argued last Saturday.
