More broadly, the US president will try to rally as many states as possible to condemn Russia’s invasion of Ukraine, as emerging countries are increasingly distancing themselves from Russia.
“What he will emphasize with regard to Ukraine will be the fundamental principle at the heart of the United Nations charter that no country can conquer its neighbors by force,” Jake Sullivan said.
“Each state, whether democratic or authoritarian, has ratified the principles of the United Nations Charter (…). This is a way to address all the countries gathered in this room, including the countries that have recently expressed more concern and distanced themselves from Russia,” he added.
