Russia: The laws for the annexation of the 4 Ukrainian regions were passed in the Upper House – The borders were defined

Residents of the annexed regions have until the end of October to decide whether to accept Russian citizenship or not – What will apply to Donbas and what to Kherson and Zaporizhia

The Federation Council (the upper house of parliament) unanimously approved four federal constitutional laws on the admission of the Donetsk and Luhansk People’s Republics (DPR, LPR), as well as its regions Chersona and Zaporizhiain Russia at a plenary session on Tuesday.

According to the laws, residents of the new constituent entities are recognized as Russian citizens from September 30, the day the regions joined the Russia, but they have one month to reject Russian citizenship. The documents specify that residents of the new regions can acquire Russian citizenship by applying and taking the oath as Russian citizens.

According to the documents, the DPR and LPR will retain their status as republics after joining Russia and Russian will be their official language.

The regions of Kherson and Zaporizhia will also join Russia as constituent entities and continue to be called “regions”. The borders of the republics and regions will be the same as they “existed on the day of their creation and incorporation into Russia.”

International agreements specify that their borders with other countries will be considered as the state borders of Russia. At the same time, according to the constitutional laws, the DPR and the LPR join Russia according to the 2014 borders enshrined in their constitutions.

Transitional period until 1 January 2026

A transitional period will last between the day the new regions join Russia until January 1, 2026. In particular, Russian citizens residing in the DPR, LPR, Zaporozhye and Kherson regions will be granted the right to work. In addition, documents on their education and personal situation, as well as length of employment and entitlement to pensions and social and medical assistance will be recognized. Branches of federal government services will be established in the new republics and regions by June 1, 2023.

Coins and budget

The Russian ruble will become the sole currency used in the DPR, LPR, Kherson and Zaporozhye regions on January 1, 2023, but the use of the Ukrainian hryvnia will be allowed until the end of 2022. In addition, the new constituent entities will implement the legislation on Russia’s budget on January 1, 2023, and their budgets will be approved by December 15, 2022.
