Research by investigative journalism sites The Insider, Bellingcat and German magazine Der Spiegel identified more than 30 military engineers “involved in the deaths of Ukrainian civilians”.
These websites and Der Spiegel magazine published a joint investigation yesterday into the secretive department of the Central Computer Directorate of the Russian Armed Forces, which is involved in guiding high-precision missiles to targets in Ukraine and which may be responsible for strikes on civilians infrastructures.

The journalists were able to identify more than 30 military engineers serving in this department, the majority of whom are “young men and women with knowledge in the field of information technologies (IT) as well as in the creation of electronic games.” “Details of their calls, associated with the bombings, confirm their involvement in the deaths of Ukrainian civilians,” The Insider website wrote.
To locate them, journalists analyzed data from thousands of graduates of Russia’s major military schools that specialize in missile manufacturing and targeting systems. The authors of the study studied the metadata of the telephone conversations of the head of the Central Computer Directorate Lt. Gen. Robert Baranov from February 24 to the end of April 2022. Each time before the launch of missiles aimed at Ukraine, the Lt. Gen. was called by the same phone number, which, as the journalists discovered, belongs to Colonel Igor Bagniuk, who also has the address and place of residence at 19 Znamenka Street.
Investigating the metadata of the Bangiuk phone calls the authors of the study identified an entire unit consisting of 33 military engineers and programmers commanded by the colonel. The unit consists of three groups, each planning the trajectory to be followed by a type of high-precision missile. These are the Kalibr sea-based missiles, the P-500 cruise missiles used in the Iskander ground systems and the X-101 air-to-air missiles.
The reporters of the website The Insider contacted the navigators on the phones they had “from the phone accounts”. All admitted that the phone numbers were theirs, but denied that they work for the General Staff’s Central Computer Directorate and that they have anything to do with the bombings in Ukraine.
