Moscow: Partial mobilization complete – What this means for the war in Ukraine

“All activities related to the conscription … of civilians in the reserve have been stopped,” Russia’s Defense Ministry announced

The Ministry of Defense of Russia announced that what it describes as “special military operation”for sending military aid to Ukraine, expired.

“All activities related to the conscription … of civilians in the reserve have been stopped,” the ministry announced. “The preparation and delivery of subpoenas is interrupted,” he adds.

“Alarm stations and headquarters, collection points of civilian military commissions, as well as buildings and structures allocated by decisions of the executive authorities of the constituent entities of the Russian Federation, used for partial mobilization measures, are subject to release for operation or use for their previous purpose ».

“Also, as per the directives, all military commissions personnel involved in ensuring partial conscription are ordered to return from October 31 this year. to carry out their duties as usual”.

The Kremlin’s announcement of the end of conscription apparently testifies to Russia’s willingness to return the country to even relative normality. Undoubtedly, the speech of the Russian president, Vladimir Putin on September 21, in which he announced that he was proceeding with a partial mobilization, the first since the Second World War, caused a shock to the Russian citizens who felt perhaps for the first time the danger of war, while at the same time it caused disputes across the country.

The Russian defense minister pointed out that 82,000 troops have already been sent to Ukraine, with about half of them taking part in combat. The rest are currently being trained, he added. The ministry will continue to accept volunteers, he clarified, however.

The Ukrainians deny it

At the same time, Ukrainian military officials deny the announcement of the Russian ministry, pointing out that they saw recruits entering the battlefield in the south and east of the country. Last Friday, Ukrainian officials said Moscow was continuing to add troops to defend Kherson, noting that about 1,000 new recruits had recently arrived.
