USA: Macron to see Biden on “Made in America” that affects European products

by

As far as the US law is concerned, France’s main objective is to continue smoothly, as far as possible, the access of European companies to the US market.

American protectionism, as well as Ukrainian protectionism, are expected to be at the center of the French president’s consultations Emmanuel Macron with its American counterpart Joe Biden. Macron leaves today Tuesday for the USA, where until Friday he will successively visit the capital Washington and New Orleans, the American city built in 1718 by the French.

According to French diplomatic sources, with regard to the US Inflation Reduction Act (IRA), France’s main objective is to continue smoothly, as far as possible, the access of European companies to the US market. Access threatened by US law, which provides huge subsidies to Made in America. According to the same sources, a radical revision of the law does not seem feasible, however they do not rule out a grant of exemptions by the US government for a certain number of European industries, perhaps on the model it already applies to Mexico or Canada.

Apart from the exceptions, however, the prevailing opinion in the highest echelons of France is that Europeans should proceed to “their own IRA”, in the “Buy European Act”, certainly creating the financial background for its financing.

Regarding the war in Ukraine, Washington and Paris are cooperating closely within the framework of NATO, but a difference of opinion regarding the outcome of the conflict has become apparent. The French president has repeatedly emphasized that the only way out of the Ukrainian crisis is dialogue at the diplomatic negotiation table, something that the American side has not yet mentioned. On top of that, Emmanuel Macron still occasionally communicates by phone with the president of Russia Vladimir Putin, but not the president of the USA. However, the White House announced in a particularly positive tone the visit of Emmanuel Macron to the USA, describing him as a “dynamic president” whose country is a nuclear power and is at the center of all international consultations.

This is President Macron’s second official visit to the US and the first under Biden’s presidency. The two men’s relationship got off to a rocky start because of the US’s AUKUS alliance with Australia and the UK, which deprived France of a major submarine-building contract with Canberra.
