The Kremlin today rejected the 10-point peace plan of Ukrainian President Volodymyr Zelenskysaying proposals to end the war in Ukraine must take into account what he called “current realities” in four Ukrainian regions annexed by Russia.

Kremlin spokesman Dmitry Peskov said: “There cannot be a peace plan for Ukraine that does not take into account current realities regarding Russian territory, with the admission of four regions to Russia. Plans that do not take these realities into account cannot be peaceful.”

Russia declared the regions of Donetsk, Luhansk, Kherson and Zaporizhia as part of its territory in September following referendums condemned by Ukraine and Western countries. Russia does not exercise full control over any of the four regions.

President Zelenskiy is promoting his 10-point peace plan that he first announced in November, discussing it with US President Joe Biden among others, and calling on international leaders to hold a World Peace Summit with based on this.

The plan calls for the withdrawal of Russian troops from internationally recognized territory in Ukraine, which would mean Russia giving up both the four regions it says it has annexed and Crimea, which it seized in 2014.

The Kremlin has repeatedly said it is open to peace talks with Ukrainebut he sees no willingness on the part of Kiev to negotiate.

The Kremlin spokesman also said that Russia did not consult with OPEC+ countries on its response to the imposition of a Western price ceiling on Russian oil, saying it was Russia’s sovereign right to respond as it sees fit to such “illegal measures.”

President Vladimir Putin signed a decree yesterday, Tuesday, banning the supply of oil and petroleum products from February 1 for five months to countries that adhere to the ceiling.

Peskov said contacts between Russia and the OPEC+ group of countries that lead world oil production, which includes Russia, are continuing on other issues.
