The United States took a position in March in favor of creating a special court to judge Russia’s aggression against Ukraine, with international resources and staffing, but “based on the Ukrainian judicial system.”
The International Criminal Court, created in 2002 to try atrocities committed around the world, does not have jurisdiction over Russia for crimes of aggression, since Moscow is not a signatory to the Rome Statute.
The ICC in March issued an arrest warrant against Russian President Vladimir Putin for the war crime of “illegal displacement” of children from Ukraine in the context of the war.
President Zelensky, who is visiting the Netherlands, delivered a speech “”There is no peace without justice for Ukraine” in the presence of Dutch Foreign Minister Wupke Hoekstra, who welcomed the presence of the Ukrainian president on Remembrance Day in the Netherlands, “for all those who lost their lives during World War II” and on the eve of Liberation Day.
“We are in the same boat,” the Dutch foreign minister said, promising that the Netherlands would support Ukraine “until you celebrate your own Liberation Day.”
The president of Ukraine will later meet with Dutch Prime Minister Mark Rutte and Belgian Alexander De Croix.
