The Russian Defense Ministry is recruiting prisoners for Russia’s war in Ukraine, according to British intelligence analysts, who say around 10,000 contracts had been signed by April alone.

Moscow began this recruitment process at the beginning of the year, analysts said in their daily briefing on the British Ministry of Defence.

Russia’s campaign is part of an effort to increase troop numbers and avoid conscription, which could be hugely unpopular with Russian public opinion, London said.

Ukrainian intelligence sources and other sources have already reported that the Russian Ministry of Defense is recruiting prisoners. The prisoners, who are promised pardons in exchange for serving, are basically “cannon fodder” to help regular army units, military experts say.

Prisoners have been the main pool of fighters for the Russian private mercenary military company Wagner since the summer of 2022, but Wagner has lost access to the Russian prison system after its conflict with the Defense Ministry establishment escalated.

The British Ministry of Defense has been publishing daily updates on the progress of the Kremlin’s war since it began, based on information from its own intelligence services. Moscow accuses London of a disinformation campaign.
