The sexual assault took place two months ago but it caught public attention after a short video went viral on social media earlier this week, sparking riots in Manipur.
The main suspect, a resident of Manipur state, was arrested on Thursday a few hours after Prime Minister Narendra Modi condemned the alleged sexual assault as “reprehensible” and promised tough action.
Three other men were arrested and police are looking for at least 30 others involved in the crime.
“Local women pelted stones and burnt parts of the house belonging to the main suspect in a village”said Hemad Pandey, a senior police official in the state capital, Ibhar.
“We ask women to protest peacefully as there is strong concern. We understand their anger”he said.
The complaint to the police made in May said that an armed mob broke into houses and burned them in a village in Kangpokpi district before attacking members of the Kuki clan.
The mob, according to the complaint, then sexually assaulted two women, ages 21 and 19, who were paraded naked.
The attack was reported by the victims in May when fierce ethnic clashes erupted in the state. The clashes erupted after a court ruling said the government should consider granting special allowances enjoyed by members of the Kuki tribe to the majority, mainly Hindu Meitei tribe.
At least 125 people have lost their lives and above 40,000 have left their homes after the violence broke out.
Demonstrations were organized in several parts of India by human rights organizations demanding justice and speedy investigation into the latest incident raising questions about the safety of women in the country.
Hundreds of protesters in the southern city of Bengaluru marched with some placards reading: “Twomen’s bodies are not battlefields”. They also questioned the authorities’ failure to investigate the case reported by the two victims belonging to the minority, mainly Christian tribal community in May.
“It is a huge injustice and neglectsaid H.J. Lakshmi, from the civil society organization Samakaleena Samajik Sanskritik Vedike in Bengaluru.
Similar protests were held in the eastern city of Bhubaneswar and on some university campuses across the country.
Modi, who has not commented publicly on the riots in a state ruled by his Hindu nationalist Bharatiya Janata Party (BJP), spoke a day after videos showing women being harassed went viral.
